BACKGROUND
New job specifications for the necessary classifications have been written, internal and external salary comparability studies have been conducted, recruitment notices have been posted, and candidate screening is underway to complete the transition of these positions to the City’s classification plan as Regular Full-time and Regular Part-time positions.
DISCUSSION
Adoption of the new classifications would enable the City to absorb the work previously performed by Temporary Agency Employees to Regular Full-time and Regular Part-time positions. The new classifications are created as both Regular Full-time and Regular Part-time to provide the City with flexibility in budgeting the positions and assigning the work.
At this time, 21 individuals are appointed as Transitional (Provisional) employees pending the creation of these new classifications. However, not all of these individuals will be appointed to regular appointments, since funding may not be available for all positions, operational needs may have changed for the work being performed, other qualified individuals may be more competitive for selection, or specific vacancies may be held for the redeployment of other Regular employees. All individuals considered for these positions are required to possess the qualifications necessary to perform the essential functions of the job. In the event a Transitional employee is not appointed to a Regular position, they may be considered for other Regular positions or temporary assignments for which they are qualified, in lieu of separation.
ASSIGNMENT OF PAY RANGES
Human Resources staff conducted internal and external comparability studies to determine appropriate bench marks for positions similar in scope and duties. The salaries for Full-time and Part-time positions are established at the same rate of pay within the same classification. The recommended salaries are as follows:

FISCAL IMPACT
Funds to cover the full cost of these positions were included in the FY 02/03 budget. The Departments are responsible for planning and absorbing future payroll expenses associated with these positions, including benefits.

Public contact was made through posting of the Council agenda on the City's official notice bulletin board, posting of the agenda and report on the City's web page, and the availability of the report in the Library and the City Clerk's Office.
ALTERNATIVES
RECOMMENDATION
Adopt Alternative 1; approve inclusion of the new classifications into the City's Classification Plan and Salary Resolution.
