SUBJECT: Council Member Fowler's Additional Recommendations

 The additional recommendation from Council Member Fowler related to implementing a 10 percent staff hour reduction for the Department of Human Resources. This option was presented through the Human Resources Department’s first budget reduction recommendation. This involved an across-the-board reduction in work hours in the Human Resources Department only by moving to a 4-day, 9-hour per day workweek. The option did not result in specific position reductions. The option was not accepted by the City Manager because it had organization-wide implications. The tables on the following page show equivalent hours and cost reduction (with service level impacts) for the Department of Human Resource Programs associated with Council Member Fowler’s suggestions. I would like to clarify the following points:

  1. Program 753 has additions and subtractions of staff hours in different activities. The net reduction is 2,695 staff hours for a total of $132,117. This represented our effort to reallocate staff time to where it was actually being used within the program.
  2. Part of the reported $132,117 in the Program 753 reduction includes the reduction of 925 hours of a management analyst. This reduction has been included in the City Manager’s recommended budget. To delete those hours again would eliminate all hours for the position.
  3. In Program 784, $2,600 for the elimination of the employee suggestion awards was erroneously captured and reported as part of a $49,322 staff hour reduction referred to by Council Member Fowler. The staff hour reduction for this program totaled $46,722. The reduction of $2,600 for the employee suggestion awards has been included in the City Manager’s recommended budget.

The hours and dollars assigned to activities in the following tables reflect the reductions included in Council Member Fowler’s recommendation.
