If a motion is made to remove any of the following items listed by the Vice Mayor at the end of this email, I then I would propose the following cuts to allow these items to be restored in the budget (in order of preference):

1) Council's two employee give up their bonus.

2) Postpone the implementation of the new three EMS employees/program.

3) No exercising the option in your contract to get a new car.

4) Remove one or more positions from OE.

5) Cancel or recall three or more employees on CAPE training.

6) Implement policy for co-pay for dependant health care coverage for all 100 Mgmt employees .

7) Cancel hiring of new Deputy Director of Public Safety or downgrade the job classification to D1 or below.

8) Cancel promotion of second Deputy Director of Public Safety.

9) Verify termination of outside administrative consultants.

10) Implement a hiring freeze.

11) Freeze all promotions.

12) Eliminate life time health benefits for employees with less than 15 years service to the City.

13) Cap on all travel budgets for CM, CA and Diretors to the same as Council members with a monthly travel report to Council on all out of state travel for above listed employees.


Please individually document the cost savings from the above items 1 through 13 and balance the cost saving of the items above this line to Tim's items listed below the line.

Please provide this data in our Friday package to all Council Members. Thank you. Julia


1. Elimination of operating funds for the water feature in the Community Center

2. Further reduction of 25% in Council travel budget to 50% of the current level

3. Elimination of lifetime medical benefits for Council members

4. Elimination of dental and vision coverage for Council members (as you know this was added about 3 years ago)

5. Elimination of free dependent medical coverage for Council members (need to set an example of what may be needed for all employees in the future)

6. Elimination of all City-paid meals at Council study sessions

7. The balance, if necessary, from fiscal uncertainties.
