Award of Contract for the Repair of the SMaRT Station® Tipping Floor (#F0307-07) |

|
Approval is requested for the award of a contract to Delta Pacific Builders, Inc., of Huntington Beach for the repair of a portion of the SMaRT Station concrete tipping floor for the Department of Public Works Solid Waste Division. |

BACKGROUND |
|
The SMaRT Station tipping floor is the area where incoming refuse trucks dump their loads to start the refuse transfer and recycling process. The tipping floor area is approximately 50,000 square feet. The existing floor consists of rebar covered by a layer of conventional concrete which is covered by an additional layer of iron-reinforced epoxy concrete for additional strength. The almost continuous flow of heavy trucks and loading equipment, as well as the extremely corrosive nature of the liquids draining from the garbage, damage the concrete floor and necessitate periodic repairs to damaged sections. |

DISCUSSION |
|
Approximately 9,300 square feet of the tipping floor area is currently worn and in need of repair. Because the facility is in almost continuous use Monday through Friday, the entire project must be completed over a weekend. As a result, the conventional construction practices of demolition and removal of the existing floor and replacement with new concrete would result in a floor not yet set and ready for heavy traffic on Monday morning. A solution proposed by Delta Pacific Builders is to pour an additional layer of "iron cement" over the existing flooring material. This iron-particle reinforced "iron cement" will bond with the existing flooring material without the demolition and floor preparation time and cost required for replacement with conventional concrete. "Iron cement" also offers greater abrasion resistance. In October 2001, Council awarded a contract to Delta Pacific Builders (RTC #01-367) to repair 7,900 square feet of tipping floor in this fashion; and the repaired section of floor is wearing very well. Section 2.08.070(b) provides for exemptions to the competitive bidding process in the case of sole source goods or processes. Delta Pacific Builders, Inc., uses a proprietary installation process for its product which allows quick installation and curing but insures that the iron particles remain suspended in the material for maximum strength. |

Funds are available in Special Project No. 811250 - SMaRT Station Equipment Replacement. The project is funded through SMaRT Station Capital Equipment Replacement Funds reserves which are funded by contributions from the three participating agencies (Mountain View, Palo Alto and Sunnyvale).
