MINUTES
COMMISSION MEETING
The Arts Commission met in regular session at City Hall in the Council Chambers, 456 West Olive Avenue, Sunnyvale, California on October 15, 2003, at 7:00 p.m., with Chair Beezley presiding.

Approval of Minutes
Vice Chair Draganowski Davis moved, Commissioner Carney seconded, to approve the September 17, 2003, Arts Commission meeting minutes as submitted.
Motion carried unanimously
PUBLIC APPEARANCES
Chair Beezley opened the meeting for Public Appearances. There were none and the Public Appearances were closed.
GENERAL BUSINESS (PUBLIC HEARING ITEMS)
1. Ranking of Study Issues for 2004
Ms. Merrill identified the four study issues before the Commission and stated the Commission may drop, defer or rank by priority the study issues for calendar year 2004. She noted that the Parks and Recreation Commission recently deferred all their study issues until after the year 2004. All deferred and ranked study issues will go before Council with a public hearing on December 2, 2003. Council will then rank all the study issues at a special session on Thursday, December 18, 2003.
Ms. Merrill gave a general overview of the four study issues.
Director Walker added that the Update of the Recreation and Open Space Sub-Elements has a projected completion date of 2005 with each of the sub-elements being a separate and distinct document. The earliest the Update of the Arts Sub-Element could be scheduled if it followed completion of the Recreation and Open Space Sub-Elements is 2006.
In response to Commissioner Harper's question regarding current practices in artist selection for private art projects, Ms. Steward stated that a panel of staff from affiliated departments develops a short list of qualified artists from those responding to a request for proposals. The Arts Commission reviews the short list of artists work and makes a recommendation to Council.
Director Walker responded to Vice Chair Draganowski Davis that the Department continually examines rates charged for recreational activities, services and programs. When the "Exploration of Youth Rates for Recreation Programs and Activities" study issue was initially proposed by Councilmember Risch, the intent was to focus on a study of rates for youth.
Staff answered the Commissioners' questions to their satisfaction.
Chair Beezley opened the Public Hearing. There were no appearances and the Public Hearing was closed.
Ms. Merrill asked the Commission to rank the issues from #1 to #4, with #1 being the most important and #4 the least. The Arts Commission ranking follows:

Moved by Commissioner Carney, seconded by Commissioner Harper to recommend to Council the 2004 Study Issues as ranked by the Commission: Provide for greater enforcement of Art in Private Development requirements was ranked #1; Consider Ways Arts Commissioners Can Be More Involved in Selecting Public Arts Projects for Public Properties was ranked #2; and tied for ranking #3 were Update of Arts Sub-Element and Exploration of Youth Rates for Recreation Programs and Activities..

Chair Beezley thanked staff for the presentation.

Staff Liaison Report
Ms. Merrill said the staff report would stand as submitted. She mentioned the Commission could select several sites to tour from the lists of private and public artwork distributed in the Commission packet.
Other Reports
· Ms. Steward stated the exterior Tree-of-Life wall sculpture at the Senior Center was completed with the letter and photos distributed to the Commissioners this evening.
· Ms. Steward stated the etched glass artwork was recently installed in the Senior Center and is very effective with a three-dimensional perspective.
· Ms. Steward announced that Council fully funded the EUPHRAT Museum program for 2004 and they will provide art activities at five Sunnyvale elementary schools.
· Ms. Steward also stated that the Teen Advisory Council (TAC) will obtain preliminary designs for the Skate Park bench artwork. She stated the student that designed our mobile recreation "Fun on the Run" van artwork is interested in designing this project.

In response to Chair Beezley, Ms. Steward confirmed the "October is Arts and Humanities Month" Council proclamation plaque is prominently displayed in the main lobby of the Community Center.
