MINUTES
COMMISSION MEETING
The Arts Commission met in regular session at City Hall in the Council Chambers, 456 West Olive Avenue, Sunnyvale, California on January 21, 2004, at 7:00 p.m., with ViceChair Draganowski Davis presiding.

Vice-Chair Draganowski Davis called the meeting to order at 7:08 p.m.
Approval of Minutes
Ms. Merrill asked the minutes be corrected on page two in the fourth paragraph, replacing both occurrences of the word 'artisans' with the word 'artists.' She also clarified paragraph three on page two, that while the Recreation and Open Space Sub-Elements may be combined in the future, they will remain separate and distinct documents from the Arts Sub-Element.
Commissioner Wallace moved, Commissioner Carney seconded, to approve the October 15, 2003, Arts Commission meeting minutes with page 2, paragraph 4 being corrected by replacing the word 'artisans' with 'artists' in both occurrences.
Motion carried 3-0
Commissioner Buchs abstained due to absence from the October 15, 2003 meeting.
Chair Beezley was not yet in attendance.
PUBLIC APPEARANCES
Vice-Chair Draganowski Davis opened the meeting for Public Appearances. There were none and the Public Appearances were closed.
[At this point, Chair Beezley arrived and presided over the meeting.]
GENERAL BUSINESS (PUBLIC HEARING ITEMS)
1. Adoption of Proposed Work Plan for 2004
Ms. Merrill stated the Work Plan distributed this evening (revised with changed dates) will replace the Work Plan included in the Commission packets. She gave a general overview of the proposed 2004 Work Plan and noted upcoming joint study sessions with the Parks and Recreation Commission.
The March 17 study session will be a working meeting with the Parks and Recreation Commission to establish eligibility criteria and a process for the disbursement of grants from the Dorolou P. Swirsky Youth Opportunity Fund.
Ms. Merrill further noted that Council is scheduled to hold the FY2004-05 Budget Public Hearing on June 1 and adopt the FY2004-05 Budget on June 15. The Arts Commission is scheduled to meet on June 16, which does not provide the Commission an opportunity to make a recommendation to Council on Arts related programs before Council adopts the budget. Although not required to do so, the Commission has made recommendations to Council on past budgets. A special meeting would need to be called if the Commission desires to provide Council a recommendation on Arts related programs for the FY2004-05 Budget.
Vice-Chair Draganowski Davis asked the status on installation of the public art
pieces in the Downtown Plaza Park project. Ms. Steward responded the artist has until August 30, 2004, to complete the installation.
Staff answered the Commissioners' questions to their satisfaction.
PUBLIC APPEARANCES
Chair Beezley opened the meeting for Public Appearances. There were none and the Public Appearances were closed.

Moved by Vice-Chair Draganowski Davis, seconded by Commissioner Buchs to adopt the 2004 Arts Commission Work Plan with the understanding that updates/revisions will be provided to the Commission throughout the year. |

2. Walking Tour of Civic Center Public Artwork
Chair Beezley deferred the Walking Tour of Civic Center Public Artwork to begin after the meeting is adjourned.

Commissioners’ Comments:
Commissioner Harper mentioned several Bay Area Art shows. He requested background information on the remaining Senior Center public artwork project. Ms. Steward stated the information would be included in the next Commission packet.
Ms. Steward provided a brief overview of the new Senior Center Public Artwork by stating in 2002, the Arts Commission approved the Medallion (Tree of Life) glass artwork and the Etched Glass (three dimensional) project. Both glass pieces have been completed. The final fabric or soft-art piece was approved in concept only.
Since then, approximately 400 artists (many of whom were local) were invited to submit proposals for the $10,000 public art piece for the new Senior Center and staff received eight proposal for consideration. An eight-member panel, comprised of Recreation staff with an arts background selected the four best entries to bring before the Arts Commission in February for a recommendation to Council. Staff would usually bring three top proposals for Commission to consider, however, on this occasion we had four proposals that received very high scores/ratings by the panel.
Commissioner Buchs passed.
Commissioner Carney mentioned attending the Stanford Art Museum. Commissioner Wallace added that Stanford has a world class sculpture collection and offers a walking tour.
Commissioner Draganowski Davis passed.
Chair Beezley proposed an item for a future agenda:
"Consideration of Arts Commission Fundraising Opportunities as Alternate Sources of Funding for Arts Related Projects and Programs."
