The Arts Commission met in a rescheduled session in Council Chambers at City Hall, 456 W. Olive Avenue at 5:30 p.m. with Chair Beezley presiding.

 

ROLL CALL

CONSENT CALENDAR

 

1.a.    Approval of Draft Minutes, May 3, 2004 Special Meeting

 

Commissioner Buchs moved, seconded by Vice-Chair Draganowski Davis, to approve the May 3, 2004, Arts Commission Special Meeting minutes as submitted.

Motion carried unanimously

 

CITIZENS TO BE HEARD                  

 

Chair Beezley opened the meeting for Public Appearances at 5:34 p.m.  There were none and the Public Appearances were closed.

 

PUBLIC HEARINGS/GENERAL BUSINESS 

 

1.  FY2004-05 Proposed Budget Resource Allocation Plan

 

Director Walker reviewed the Letter of Transmittal and arts related programs and services in the FY04-05 Proposed Budget Resource Allocation Plan with the Commission.  Discussion followed and staff answered the Commissioners’ questions to their satisfaction.

 

Chair Beezley deferred General Business Item #2, Former Creative Arts Center Gallery, to the June meeting.

 

Chair Beezley opened the meeting for Public Hearing at 6:45 p.m.  There were no appearances and the Public Hearing was closed.

 

Vice Chair Draganowski Davis moved, seconded by Commissioner Buchs, to recommend the City Manager’s FY2004-05 Proposed Budget Resource Allocation Plan excluding Budget Supplement DPR-25, with the request that Council consider another workable  solution other than eliminating, i.e.  merging, the Arts Commission with the Parks and Recreation Commission.

 

Discussion followed regarding the Parks and Recreation Commission reducing their meeting times from twice a month to once a month and Commissioners’ concerns with removal of the Arts Commission by merging or combining it with the Parks and Recreation Commission.

 

Commissioner Harper made a friendly amendment specifying that the Arts Commission remain advisory to Council in a separate entity from the Parks and Recreation Commission.

The friendly amendment was accepted by the maker and the seconder.

Chair Beezley concluded the discussion by listing a number of local people and groups he has contacted who are in support of keeping the Sunnyvale Arts Commission separate from the Parks and Recreation Commission

Motion carried 4 - 1

Commissioner Carney dissenting

 

Chair Beezley will speak on behalf of the Arts Commission at the City Council Public Hearing on the FY04-05 Budget on June 1, 2004.

 

NON-AGENDA ITEMS AND COMMENTS

 

BOARDMEMBERS OR COMMISSIONERS ORAL COMMENTS

 

Vice Chair Draganowski Davis, Commissioners Buchs and Harper passed.

 

Commissioner Carney mentioned she observed the recent Soft Art Sculpture Workshop held at the Senior Center for those who will be working on the piece.

 

Chair Beezley commented that the Commissions missed an opportunity to recruit new members by not having a table at the May 15th Hands on the Arts event.  Staff replied that new people coordinated the event and inadvertently omitted reserving  space for an Arts Commission table.  He mentioned that Mayor Howe is interested in holding a Boards and Commissions Roundtable in the future.  Chair Beezley requested staff provide the balance of the Public Art Fund and commented that additional In-Lieu Fees for Public Art and tax monies revenue are expected from the Moffett Park Specific Plan that Council recently approved.  Chair Beezley concluded by thanking Council for supporting the Downtown Summer Music Series that will bring people into the area to support local businesses.
