JANUARY 19, 2005 

 

The Arts Commission adjourned from 6 p.m. Study Session – Review of Draft Community Conditions Section of Update of Recreation and Open Space Sub-Elements – held in the Garden Conference Room and met in regular session in the City Council Chambers, 456 West Olive Avenue, Sunnyvale, CA, at 7:03 p.m. with Chair Draganowski Davis presiding.

CONSENT CALENDAR

 

1.A. Approval of Draft Minutes (Regular Meeting of November 17, 2004)

Commissioner Buchs moved, Commissioner Obrey seconded, to approve the November 17, 2004, Arts Commission minutes.

Motion carried unanimously

PUBLIC HEARINGS/GENERAL BUSINESS

 

1.  Brown Act, Public Records Act, and Parliamentary Procedures Presentation by Joan Borger, Acting City Attorney

 

Ms. Joan Borger, Acting City Attorney, gave an overview of the California Open Meeting Law and answered Commissioners’ questions.

 

Chair Draganowski Davis opened the Public Hearing. There were no comments and the Public Hearing was closed.

 

No action was required by the Commission. Chair Draganowski Davis thanked Ms. Borger for her presentation.

 

2. Art in Private Development (AIPD) Report – Kifer Commerce Park / 1290 Kifer Road

 

Ms. Kristin Dance, Recreation Coordinator, presented the staff report and noted that under the City’s Art in Private Development Ordinance, the development at Kifer Commerce Park, 1290 Kifer Road, is required to provide public art. Although the selected artwork location is at the main entrance towards the interior of the site, Ms. Dance explained that this location will allow for the most unobstructed view of the art. Ms. Dance also reviewed project location, site layout, selected artist, artwork proposal, lighting, maintenance, corporate logo, and staff recommendations, including the recommendation that the developer reduce landscaping at the project entrance in order to increase visibility of the artwork.

 

Chair Draganowski Davis opened the Public Hearing.

 

Mr. Wei Chiu, Gilbane Properties developer, said that this was his first project in Sunnyvale. He spoke regarding the past use of the site and the desire for space for small businesses to operate. He noted the sculpture fountain near the site entrance and the stone benches to be also located at the site.

 

Ms. Mary Hannah, Arts Consultant for Kay Hannah Associates, San Francisco, provided more detail describing the art project.

 

Mr. Welton Rotz, North Bay sculptor and the selected artist, was available for Commissioners’ questions.

 

Commissioners’ questions were answered regarding artwork location, artwork size, length of time to create artwork, tools used, installation time, and the stone benches to be located at the site.

 

Chair Draganowski Davis closed the Public Hearing and expressed appreciation to the artist for taking the time to attend the meeting and present his work to the Commission.

 

Commissioner Obrey moved, Commissioner Carney seconded, to approve the artwork as it is proposed, with the following conditions:

1Final landscaping plans shall be designed to assure that visibility of the artwork is not impaired by initial or future growth of landscaping. Plans subject to review and approval by the Director of Community Development.

2Revised landscaping plans, with the location of any proposed signage clearly identified, shall be submitted to the Director of Community Development prior to approval of the Art Permit.

3. All ground signs and directional signs shall be located to minimize interference with visibility (from the public right-of-way) of approved artwork.

Commissioner Obrey said he was pleased that a marketing study was prepared.

Vice Chair Harper said the project is great and well thought out.

Motion carried unanimously (5-0)

Commissioner Obrey said he is the Vice President on the Council on Aging Silicon Valley (COA) Board and has free tickets available for Commissioners for the 30th Anniversary Celebration and Grand Re-Opening of the renovated facility on January 20, 2005.

 

Commissioner Obrey said his photos are on exhibit at the Bank of America in Sunnyvale.

 

Vice Chair Harper recommended the International Art Expo in San Francisco and “Polk County,” a play at Berkeley Rep.
