September 21, 2005 

The Arts Commission met in regular session in the Council Chambers, 456 W. Olive Avenue, Sunnyvale, CA, 94086, at 7 p.m. with Chair Draganowski Davis presiding.

CONSENT CALENDAR

 

1.     A. Approval of Draft Minutes of Regular Meeting of August 17, 2005

 

Commissioner Obrey moved, Commissioner Harper seconded, to approve the August 17, 2005, Arts Commission minutes. The motion passed unanimously 3-0.

PUBLIC HEARINGS/GENERAL BUSINESS

 

2. Art in Private Development (AIPD) – Jay Paul Company/Moffet Park Public Art Component

 

Ms. Kristin Dance, Recreation Coordinator, introduced the Art in Private Development (AIPD) project. Ms. Dance reviewed the project location, staff’s recommendation and recommended conditions for approval. Ms. Dance said the art proposal adequately meets the criteria set forth in the AIPD ordinance, with the exception of the 1% expenditure. However, since this project was approved prior to the adoption of the 1% requirement for public art, this project is not subject to the 1% expenditure.

 

Chair Monica Draganowski Davis opened the Public Hearing.

 

Ms. Janette Sammartino, representative from Jay Paul Company, introduced Mr. Guy Dill, artist, and Mr. Alex Meyerovich, Meyerovich Gallery, who presented their proposal.

 

Commissioners’ questions were answered regarding height of the artwork and planned completion date. In response to questions, Mr. Dill said that the artwork is an abstract geometric bronze sculpture and does not symbolize anything specific. He also confirmed that some of his work was on display at the San Francisco Art Expo in January 2005.

 

There being no one else in the audience wishing to speak, Chair Monica Draganowski Davis closed the Public Hearing.

 

Vice Chair Harper moved, Commissioner Obrey seconded, to accept staff’s recommendation that the artwork be approved as it is proposed, with the following conditions:

1. Final landscaping plans shall be designed to assure that visibility of the artwork is not impaired by initial or future growth of landscaping. Plans subject to review and approval by the Director of Community Development.

2. Revised landscaping plans, with the location of any proposed signage clearly identified, shall be submitted to the Director of Community Development prior to approval of the Art Permit.

3. All ground signs and directional signs shall be located to minimize interference with visibility (from the public right-of-way) of approved artwork.

 

The motion passed unanimously 3-0.

 

3. Draft RTC–Noticing of RTC’s and Council Agenda Items

 

Ms. Merrill said the Report to Council was not available yet. She will notify the Commissioners when this issue comes before Council in case the Commissioners would like to appear before Council with individual comments.

 

4. Consideration of 2006 Study Issues

 

Ms. Merrill reminded Commissioners that they will rank new and pending Study Issues next month. If Commissioners would like to put forward a Study Issue to be considered in 2006, they should propose it within the next two weeks.

 

5. Promotion of October as Arts and Humanities Month

 

Vice Chair Harper volunteered to go before Council in October to promote October as Arts and Humanities Month. Ms. Merrill said staff would assist with appropriate text for the announcement.

Commissioner Obrey said he spoke before Council on September 20, 2005, on behalf of the Task Force regarding the Setting a Vision for Community Building and Engagement. He also commented on several plays he recently attended.
