The Sunnyvale Arts Commission met in regular session in the Council Chambers, 456 W. Olive Avenue, Sunnyvale, CA at 7:03 p.m. with Vice Chair Harper presiding.

1.A. Approval of Draft Minutes from Regular Meetingof March 15, 2006
Commissioner Obrey moved, Commissioner Carney seconded, to approve the March 15, 2006, Arts Commission minutes as amended with the following revision to Commission Comments. The motion passed unanimously 4-0, with Chair Draganowski Davis absent.
Revision to Commission Comments:
Commissioner Fenton said Fremont High School is conducting a play called “Learning Point” “Laramie Project” and is also presenting a concert on April 6 and 7.

2. Update on Potential Study Issues for 2007
Assistant to the Director Merrill presented the staff report and said there is one new study issue, to date, which will be ranked by the Commission in October and Council in December for study in 2007. The study issue is titled “Consider the Effectiveness and Efficiency of Community Center Theatre Use Policies and Practices.” Director Lewis gave an overview regarding the background of this study issue.
Vice Chair Harper opened the Public Hearing. There were no appearances and the Public Hearing was closed.
3. Proposed FY 06/07 Budget and 20-Year Resource Allocation Plan
Recreation Superintendent Steward presented the staff report. She pointed out changes in the Recreation Division’s new budget structure, including the fact that there are no more “dependent” and “non-dependent” programs. She also said that art-related programs and activities are now in a separate category from other types of programs and activities in the budget. She noted Council public hearing dates of May 23 and June 13 and Council budget adoption on June 20. Commissioners’ questions were answered regarding what is meant by 70% direct cost recovery, Creative Art Center Gallery, amount of General Fund subsidy, and Budget Supplement No. 12, Community Recreation Fund Budget Imbalance.
Vice Chair Harper opened the Public Hearing. There were no appearances and the Public Hearing was closed.
Vice Chair Harper called for a motion.
The Commission chose not to take any action on the Proposed FY 06/07 Budget and 20-Year Resource Allocation Plan. The Commissioners cited concerns that there was not enough time for them to review their budget packet prior to the May 17, 2006, meeting.

Commissioner Fenton said this year will be his first time to volunteer at Hands on the Arts and he is looking forward to it.
Vice Chair Harper described shows he has seen recently.
STAFF
Recreation Superintendent Steward reminded the Commissioners that Hands on the Arts will be held on Saturday, May 20, 10 a.m. – 4 p.m., at the Community Center.
Recreation Superintendent Steward shared designs proposed by students for the Columbia Neighborhood Center mural project. She added positive comments regarding community support for the project.
