REGULAR MEETING
SEPTEMBER 19, 2007
The Sunnyvale Arts Commission met in regular session on September 19, 2007, in the City Hall Council Chambers, 456 W. Olive Avenue, Sunnyvale, CA at 7 p.m. with Chair Obrey presiding.
CALL TO ORDER/SALUTE TO THE FLAG
Chair Obrey called the meeting to order at 7 p.m. and led the salute to the flag.

CONSENT CALENDAR
1.A. Approval of Draft Minutes from Regular Arts Commission Meeting of August 15, 2007
MOTION: Commissioner Carney moved, Vice Chair Martin-Milius seconded, to approve the Consent Calendar.
VOTE: Motion passed unanimously 3-0.

PUBLIC HEARINGS/GENERAL BUSINESS
2. Art in Private Development (AIPD): 875 E. Arques Avenue, Super Space Self Storage, Summit Commercial Properties
Visual Arts Coordinator Dance presented the staff report.
Chair Obrey opened the public hearing.
Mr. Steve Dolan, art consultant with Andrea Schwartz Gallery, represented Mr. Gordon Huether, the artist and designer of the proposed artwork. Mr. Dolan described the proposed project and reviewed Mr. Huether’s artistic experience. Mr. Dolan showed a (sample) panel proposed to be mounted on the building facade.
Mr. Dolan responded to Commissioners’ questions regarding placement of the sculpture on a painted concrete wall, type of materials used, reflective nature of the materials, whether sculpture will attract birds to nest on the surfaces, similar artwork, and estimated completion date of installation. He said the name of the proposed artwork has not yet been determined by the artist but referring to it as a “wall-relief” would best describe it.
Chair Obrey thanked Mr. Dolan and closed the public hearing.
MOTION: Vice Chair Tara Martin-Milius moved, Commissioner Carney seconded, to accept staff’s recommendation: Alternative No. 2, Approve the proposed artwork as it is presented, with the following two conditions of approval:
1) A final accounting of allowable costs with documentation provided by the developer will be submitted to the Visual Arts Coordinator prior to the completion of the project to ensure the 1% expenditure has been met.
2) Final lighting plans shall be reviewed and approved by the Visual Arts Coordinator prior to the installation of the artwork.
VOTE: Motion passed unanimously 3-0.
3. Art in Private Development (AIPD): 780-820 E. El Camino Real, Walgreens, Sand Hill Property
Item No. 3 was postponed to the October 17, 2007, Arts Commission meeting.
NON-AGENDA ITEMS AND COMMENTS
COMMISSION
Chair Obrey showed photos of artwork which he finds very remarkable.
Vice Chair Martin-Milius said she likes the concept and location of the proposed artwork discussed in Agenda Item 2 (875 E. Arques Avenue, Super Space Self Storage).
Vice Chair Martin-Milius requested that the topic “create an arts plan for the City of Sunnyvale” be added to the agenda for the next meeting. Assistant to the Director Merrill clarified the purpose in comparison to the Arts Sub-element and stated that the request will be agendized for the October meeting.
Chair Obrey said he was pleased with the completed public art component at Cherry Glen Plaza.
STAFF
Assistant to the Director Merrill called Commissioners’ attention to the memo dated September 14, 2007, from Assistant City Manager Robert Walker to Commission Members regarding “Ensuring that Board and Commission Advice to Council is Heard.” Ms. Merrill said to email or telephone her with any questions. She will then respond to all Commissioners in her next staff report.
