ARTS Commission
STUDY SESSION AND REGULAR MEETING
JANUARY 16, 2008
The Sunnyvale Arts Commission met in a Training/Study Session regarding the Role of Arts Commission in Review of Art in Private Development (AIPD) and Art in Public Places (AIPP) Requirements at 6 p.m. in City Hall, West Conference Room, 456 W. Olive Avenue, Sunnyvale, CA. Staff provided a review of the differences between the two programs and described the roles and expectations of the Arts Commission when reviewing the project reports for each type of program.
The Sunnyvale Arts Commission then adjourned from the study session and met in regular session on January 16, 2008, in the City Hall, Council Chambers, 456 W. Olive Avenue, Sunnyvale, CA at 7 p.m. with Chair Obrey presiding.
CALL TO ORDER/SALUTE TO THE FLAG
Chair Obrey called the meeting to order at 7:04 p.m. and led the salute to the flag.

CONSENT CALENDAR
1.A. Approval of Draft Minutes from Regular Meeting of October 17, 2007
Staff requested a correction to the minutes under Staff Report where it states: “Recreation Superintendent Steward provided an announcement regarding the Evening of Cultural Arts. She said that after 5 years of decline in ticket sales, it is starting to turn around this year with marketing of programs.” Staff noted there was not 5 years of decline in ticket sales and currently, ticket sales are increasing.
MOTION: Vice Chair Martin-Milius moved, Commissioner Carney seconded, to approve the Consent Calendar with the minutes corrected to remove the words, “5 years of decline” as noted.
VOTE: Motion passed unanimously 3-0. (Commissioners Estrada and Shinseki abstained since they were not serving on the Commission in October 2007.)

PUBLIC COMMENTS
Kevin Jackson, member of the Bicycle and Pedestrian Committee introduced himself and noted he was speaking as a member of the public. Mr. Jackson reminded the Commissioners of the upcoming January 29th City Council meeting and the agenda item, “Board and Commission Policy Limiting Speech on Official City Positions and First Amendment Analysis.” Mr. Jackson noted he believed that approval of the policy would limit the Board and Commission members’ First Amendment Rights of free speech. He urged the Commissioners to attend the January 29th City Council meeting.
There were no questions of Mr. Jackson.
PUBLIC HEARINGS/GENERAL BUSINESS
2. Art in Private Development (AIPD): Bordeaux Center, 1376-1380 Bordeaux
Dr., Bordeaux Mathilda Patrners, LLC.
Kristin Dance, Sr. Recreation Coordinator, gave the staff report. She introduced the project, the project consultant, Mary Hannah, and the artist, Mark Mordell, who would present the proposed artwork for the Bordeaux Drive project.
The Commission had no questions for Ms. Dance.
Chair Obrey opened the Public Hearing.
Mr. Mark Modell, artist for the Bordeaux Center project, described the artwork and noted the need for massive pieces of interest that would change from different angles on the site. Mr. Modell and Ms Hannah described the artwork’s design, color, materials and the visual perspective as people would move around the proposed artwork.
Commissioners’ questions regarding a title for the artwork (it is currently untitled), and the foundation for the individual pieces were responded to their satisfaction.
Chair Obrey closed the public hearing.
MOTION: Commissioner Shinseki moved to approve the artwork as presented. Commissioner Carney seconded the motion. There was no discussion.
VOTE: Motion to approve passed 5-0.
NON-AGENDA ITEMS AND COMMENTS
COMMISSION
Chair Obrey asked Commission members if they would be interested in having a tour of Art in Private Development projects around the City. All Commissioners expressed an interest. Staff agreed to schedule the tour within the next few months and encouraged the Commissioners to go out on their own to see the artwork around the City.
STAFF
Recreation Superintendent Steward noted an article in today’s Palo Alto Daily News regarding the City of Mountain View’s approval of funding for the sculpture “Swift Crossing”.
