SUNNYVALE bICYCLE AND PEDESTRIAN ADVISORY COMMITTEE
The Bicycle and Pedestrian Advisory Committee met in regular session in the West Conference Room, City Hall, 456 West Olive Avenue, Sunnyvale, at 6:30 p.m. on January 20, 2005 with Committee Chair Mayer presiding.

SCHEDULED PRESENTATION
Discussion with DPS
Captain Farley discussed changes in personnel at DPS and stated that he would be the new BPAC liaison. He also reported statistics from the most recent school zone traffic enforcement campaign, “Operation: Safe Passage”. He said that 38 citations were given. Farley also discussed some details of the 2 recent pedestrian fatalities in Sunnyvale.
Jackson commented that the traffic situation around the schools always improves when there is public safety enforcement.

CONSENT CALENDAR

Jackson moved, and Durham seconded, approval of the Consent Calendar.
Jackson requested a few small changes in the minutes and one small correction in the 2005 calendar.
The motion carried unanimously.

2. Pedestrian Safety and Opportunities Study – Existing Conditions Survey
Cogill delivered the staff report and asked for committee input regarding the collection of existing conditions data for the Ped SOS.
Jackson requested that the consultant review any current best practices for Pedestrian Plans. He also asked the staff bring back a draft of the completed survey for committee review.
Mayer suggested that areas around pedestrian/bike over-crossings be surveyed.
3. Utility Bill Stuffer Concepts
Cogill delivered the staff report and asked for committee suggestions.
The committee agreed that the message should be pedestrian focused and have a similar message to the 2004 stuffer. It was agreed that the design should be reworked in order to grab attention and to get the message across for those who may only see the flyer for a few seconds. The committee also asked for a description of the demographic population that the utility bill reaches in Sunnyvale.
Jackson requested that a Sharrow bike stuffer be developed.
NON-AGENDA ITEMS AND COMMENTS
· BPAC ORAL COMMENTS
Jackson raised continued concerns about the visibility of the traffic calming device placed on Mary Avenue at Blair Avenue. Mayer added that if a bicyclists hits this device it would cause a severe injury. Jackson also asked that the access paths be included in any bike map update. He also stated that the City web site still has BPAC abbreviated where it should be spelled out. He also reported that the library bike locker needs repair.
· STAFF ORAL COMMENTS
Cogill distributed outreach material request by the Office of the City Manager for the Judicial Town Hall Meeting. Also, as per the Office of the City Clerk, Cogill asked the Committee if they would like additional training in the following topics: Budget process, Neighborhood Community Services, Parliamentary Procedures.
Mayor asked that the committee receive training regarding the budget process.

Mayer asked about the status of the Caltrain Station non-subscription bike lockers.
