MINUTES

 

SUNNYVALE bICYCLE AND PEDESTRIAN ADVISORY COMMITTEE

 

The Bicycle and Pedestrian Advisory Committee met in regular session in the West Conference Room, City Hall, 456 West Olive Avenue, Sunnyvale, at 6:30 p.m. on May 19, 2005 with Committee Chair Mayer presiding.

SCHEDULED PRESENTATION

           

Lieutenant Carrion presented the committee with details regarding the bicycle diversion program. There were 255 first time offenders issued citations for a bicycle violation. !75 of those people chose to attend the diversion education class.

 

He also stated that the Sunnyvale DPS has a “Safe City” for bicycle and pedestrian education. It requires approximately 4 people to load, unload and set up. The Department would be willing to loan the “Safe City” out to community organizations and events if requested. 

He also discussed two recent bicycle related collisions.

 

Jackson requested that DPS use the “Street Smarts” guide.

 

PUBLIC ANNOUNCEMENTS

 

 

Jackson noted that the meeting minutes from the May 3, 2005 meeting have been corrected to reflect the actual motion.  He also announced an Article in the Mercury News Guide about bicycling in Sunnyvale.

 

Blakewood congratulated the City on the newspaper article in the Mercury News. He commended the city for the ongoing and new bicycle projects and the goal of completing a connected bicycle network.

Jackson moved, and Durham seconded, approval of the Consent Calendar.

 

The motion carried unanimously.

CITIZENS TO BE HEARD

 

 

 

 

Butler stated that she lives on Wolfe Road and is upset that her parking may be limited because of the bicycle lanes.

 

Manitakos is concerned about the landing of the Borregas Avenue overpass at Ahwanee. Access on Ahwanee will be dangerous because there are high speeds and the roadway is narrow. He believes the bridge should cross over Ahwanee as well.

 

PUBLIC HEARINGS/GENERAL BUSINESS

 

2.                                Review of FY 05/06 Proposed Budget

 

Cogill presented the staff report and notified the committee of the June 7, 2005 City Council Public Hearing.

 

Members of the Committee asked a number of questions relating to the proposed Capital Projects budget.

 

Mayer opened the floor for public comment

 

Manitakos requested a project to complete sidewalks on Maude Avenue between Mary and Mathilda. He also requested that something be done to make the interchange at Maude and 237 safer.

 

No action taken by the Committee on this item.

 

3.                                2005 Bike to Work Day Recap

 

Cogill presented the statistics from the Sunnyvale bike to work day activities.

 

Cotton requested that more supplies be provided for the Caltrain Station.

 

Mayer suggested that literature hand-outs can be kept in plastic zip bags for protection and management.

 

No action taken by the Committee on this item.

 

4.                                Transportation Fund for Clean Air Regional Fund Application

 

Cogill presented the staff report.

 

Jackson asked a number of questions regarding the VTA tier 2 list of projects.

 

Mayer stated that Mathilda Avenue NB north of Maude Avenue could easily have a bike lane striped. It would be a low cost project.

Jackson moved, and Durham seconded, to accept the staff recommendation .

 

The motion carried unanimously.

 

 

NON-AGENDA ITEMS AND COMMENTS

 

·        BPAC ORAL COMMENTS

 

Jackson gave a staff a map with the access paths marked. He also stated that the Moffett Park Drive/Crossman signal didn’t trip for bicyclists. He also stated that there is no ped pushbutton at that intersection.  He also stated that the library bike locker was being abused. He also stated that the Caltrain Lockers have been locked by Caltrain and cannot be used for bicyclists. This is contrary to what was agreed upon when the multimodal station was built. He also stated that there was a large bump in the road on NB Mathilda, north of Fifth Street.

 

Gras stated that the ped pushbutton crossing Fremont at Wolfe doesn’t work.

 

Durham reported that there is bad pavement at Caribbean and Borregas.

Cogill noted that staff would like to purchase some bike safety handout materials.

Jackson requested that reflective snap bands be purchased.
