MINUTES
SUNNYVALE bICYCLE AND PEDESTRIAN ADVISORY COMMITTEE
The Bicycle and Pedestrian Advisory Committee met in regular session at 6:30 p.m. on October 13, 2005 with Committee Chair Mayer presiding. The meeting was held in the South Annex Conference Room, City Hall, 456 West Olive Avenue, Sunnyvale.

SCHEDULED PRESENTATION
Lt. Carrion discussed recent collisions involving bicyclists and pedestrians in Sunnyvale, as well as the most recent Operation Safe Passage. He also discussed the tools available to enforce any issues that could come up on a bicycle/pedestrian overpass.
Mayer requested that Lt. Carrion coordinate with DOTT staff regarding the distribution of the Street Smarts bicycling guide.
Jackson announced the Borregas Bike/Ped Bridges public meeting in November.
CONSENT CALENDAR
Jackson moved and Durham seconded, approval of the Consent Calendar
The motion carried unanimously
Schwartz noted that the sidewalk on Mathilda is closed on Mathilda adjacent to the Mall.
Mayer requested that staff bring information regarding the sidewalk closures to the BPAC.
PUBLIC HEARINGS/GENERAL BUSINESS
Jackson requested that item 3 be taken first. Chair agreed.
3. Bicycle Map Revision Recommendation
Cogill presented staff report and asked for the Committee to make a recommendation to Council regarding the revised Bicycle Map.
Mayer moved and Jackson seconded, BPAC recommends approval of the Bicycle Map in substantially the same form as presented, with factual errors and BPACs input reconciled/corrected before final printing.
The motion carried unanimously.
The committee made the following comments:
Text side of the map –
- Add information regarding the “right hook” and “left hook”
- Remove pictures of people without helmets.
- Don’t include the bicycle painting.
- Consider using different pictures
Map Side
- Some members would prefer the same color scheme and symbols as the previous map
- There were a number of factual errors listed.
- Make the map readable for older people with bad eye sight and in bad lighting. Readability should be the highest priority.
- Some members would prefer black streets on a white background.
2. Study and Budget Issue Development
Cogill presented the staff report and asked the committee to vote on and rank the BPAC initiated study issues.
The Committee voted to include the following issues. They are listed in the order in which they were ranked.
- Access to Stevens Creek Trail, Feasibility Study
- Plan Line Study to Accommodate Bicyclists and Pedestrians
- Policy for Allocation of Street Space
- Revise Level of Service Policy to Incorporate Bicycle and Pedestrian Safety
NON-AGENDA ITEMS AND COMMENTS
· BPAC ORAL COMMENTS
Jackson asked that the Blair Avenue Traffic Calming after study be brought to BPAC for a recommendation to City Council. He also reminded members of the committee to look at the experimental Right turn signs. In addition he asked staff to keep BPAC informed on the County Pedestrian and Bike Policy changes and asked that staff email the committee staff’s comments.
Cotton requested map of bike/ped collisions and location of reported crimes.

Staff informed the committee that there has been a change in the way agendas will be posted.
