Staff Reports

General Business/Public Hearings

1. 2004 Work Plan

Staff has prepared a draft 2004 Work Plan for the Bicycle and Pedestrian Advisory Committee’s review and approval (Attachment 2). The Plan includes ongoing items, offers opportunities to comment on grant applications, and will incorporate review of study issues if appropriate. The Work Program is not a static agenda; additional items are added throughout the year as necessary. Staff recommends approval of the 2004 Work Plan as submitted.

Alternatives

  1. Approval of work plan as submitted

  2. Approval of work plan with modifications.

2. Public Safety Neighborhood Resource Officer Traffic Safety Education Program - Information Only

At the November 2003 BPAC meeting, the Committee requested that the Department of Public Safety present details regarding their Neighborhood Resource Officer School Education Program. A representative from DPS will attend the meeting to present the requested information. This item is for information only.

3. Discussion with Public Safety regarding a Possible Targeted Increased Enforcement Campaign

At the November 2003 BPAC meeting, the Committee requested that the Department of Public Safety be available to discuss potential history of bicycle related citations. In addition, the Committee questioned the possibility of a targeted enforcement campaign in an effort to limit right of way violations against bicyclists. A representative from the Department of Public Safety will attend the meeting to present the requested information.

4.  Safe Routes to School Grant Program 04/05

The Safe Route to School funds are available for bicycle and pedestrian projects related to transportation to and from schools. The attached letter from the California Department of Transportation (Caltrans) (Attachment 3) details information on the program. Jurisdictions can request funding for up to $500,000. Last year, staff submitted an application to install lighted crosswalks at four intersections in the vicinity of Sunnyvale elementary and middle schools. However the applications were not selected for funding.

Staff asks that the BPAC suggest possible eligible projects.
