Public Hearings/General Business
1. Adoption of the 2005 Work Plan
Staff has prepared a draft 2005 Work Plan for the Bicycle and Pedestrian Advisory Committee’s review and approval (Attachment 3). The Plan includes ongoing items, offers opportunities to comment on grant applications, and will incorporate review of study issues if appropriate. The Work Program is not a static agenda; additional items are added throughout the year as necessary. Staff recommends adoption of the 2005 Work Plan as submitted.
2. Call-for-Projects, 2005/06 Bicycle Transportation Account
The City has received a call for projects for the 2005/2006 Bicycle Transportation Account (BTA). The announcement is included in Attachment 4. This is a California Department of Transportation (Caltrans) program that will provide $7.2 million to city and county agencies for projects that improve safety and convenience for bicycle commuters.
Staff recommends that applications be submitted for City matching funds for Borregas Bicycle Corridor ($492,000) and for City matching funds for Bernardo Bicycle and Pedestrian Undercrossing ($1,146,000). All projects listed in the 2000 Bicycle Capital Improvement Program Study are also eligible for funding.
Staff asks that BPAC support staffs recommendation for grant proposals and recommend any additional projects to be submitted.
3. Caltrain Non-Subscription Bike Lockers – Enforcement Proposal
Caltrain Peninsula Corridor Joint Powers Board (PCJPB) has responded (Attachment 5) to the request for action from both City staff and the BPAC regarding the abuse and vandalism of the non-subscription bike lockers at the Sunnyvale Caltrain Station.
If the City of Sunnyvale agrees, Caltrain would like to take the following action in order to maintain the non-subscription bike lockers for day use riders.
1. Post warning signs to clear out all stored materials.
2. Install a lock on each locker. The keys to the lockers will be kept by the station agent so that they can be checked out by riders on a daily basis. The customers will be expected to return the key to a drop box at the end of the day after they have removed all of their equipment and locked the locker.
Staff asks that the BPAC comment on this proposed plan, to be included as part of the City’s response to the proposal.
