2. Bicycle Parking Location Review – Classics at Las Palmas
At the June 28, 2004 Planning Commission meeting, the Commission requested that the BPAC review the class 2 bicycle parking location for a residential development at 711 South Mathilda Avenue prior to issuance of a building permit. In order to fulfill this requirement, staff asks that the committee review the proposed location. Recommended modifications will be transmitted to staff for consideration. Staff has reviewed the number and location of the bike lockers and believes that it conforms with the VTA Bicycle Technical Guidelines for bicycle parking.
Plans will be provided at the meeting for review.
3. Bicycle Map Revision – Review of Project Scope
The Bicycle Map Revision was ranked as a 2005 Study Issue priority by the City Council. The scope of the current project includes a revision of the map to reflect changes and additions to the Bike Lane Network as well as changes in roadway suitability ratings. The suitability ratings were developed in 1984, revised in 1993 and were based on a comprehensive survey of traffic volume, street capacity, lane widths and speeds. The suitability rating ranks the streets for the bicycle rider’s skill level, beginner, intermediate, and advanced. The concept behind the provision of the suitability rating was to provide a map which gave cyclists a way to evaluate various routes across the City regardless of the presence of a bike lane or route. Arterial, collector and selected smaller streets received a suitability rating. All other smaller streets were judged to be appropriate for all cyclists’ skill levels.
The current budget includes funds to have the suitability ratings updated. However, based on the greater degree of development of the class 2 and 3 bike network in the City, and cost of updating the suitability ranking, staff would like to consider a possible revision of scope to change the suitability rating requirement. Staff asks that the Committee consider the followings scope change options:
1. Eliminate all suitability ratings from the map.
2. Keep only the ‘advanced’ suitability rating on the map. Eliminate ‘beginner’ and ‘intermediate’ ratings.
3. Update all suitability ratings.
4. Health and Safety Fair
The annual Health and Safety Fair will be held on May 14, 2005 from 11 a.m. to 3 p.m at the Columbia Neighborhood Center. A component of the Health and Safety Fair is the Bike Rodeo, in which City staff and volunteers assist with helmet fittings. The coordinator of the Fair has contacted staff and requested volunteers for the helmet fitting station. Staff recommends available Committee members volunteer for this event as it promotes safe bicycle activity within the City. Typically staff also reserves a table for the BPAC in order to distribute safety and educational materials. Staff requests volunteers for this component of the fair as well.
5. Bike to Work Day Planning
The designated Bike to Work Day (BTWD) for the Bay area is Thursday, May 19, 2005. Staff is beginning to coordinate with the Silicon Valley Bicycle Coalition, Bay Area Bicycle Coalition and MTC to prepare for the energizer stations and plan outreach activities. Staff recommends that the Committee brainstorm ideas for BTWD, bringing forward any new ideas for the event’s activities.
