Public Hearings/General Business
2. Election of Officers
The Committee will need to elect a chair and vice-chair to serve for the 2004-05 fiscal year.
Staff recommends that Committee members make nominations for members to serve for each position, and that a vote by show of hands be taken to elect officers.
3. Review Code of Ethics
Attached for Committee members’ review is the City’s Code of Ethics for Board and Commission members (Attachment 2). Committee members are pledged to follow the Code of Ethics when they sign their oaths of office and are sworn in. The Code is reviewed annually by the Bicycle and Pedestrian Advisory Committee. Staff recommends that Committee members familiarize themselves with the Code.
4. Sunnyvale Caltrain Station Bike Lockers
During the spring of this year, it became evident that the bike lockers at the Sunnyvale Caltrain Station were being misused for property stored in an unauthorized fashion. On April 19, 2004 staff mailed a letter to Steve Hanson, manager of Stations and Parking for the Peninsula Corridor Joint Powers Board (JPB), requesting that Caltrain maintain the bike lockers as set forth through contractual obligations regarding the operation and maintenance of the station (see Attachment 3). In June, the Department of Public Safety mailed a follow-up letter to the JPB, and it was noted that some clean up of the lockers had occurred.
On June 28, staff mailed another letter to Mr. Hanson highlighting recent coverage of the "smart card" system for the bike lockers at the El Cerrito BART Station, and requested a response to this and the previous correspondence (see Attachment 4). In addition, various City staff have interacted with JPB and Amtrak personnel. The City has not received a formal response from Caltrain.
At the June BPAC meeting, the Chair requested that this item be discussed at the July meeting.

5. Stevens Creek Trail
The BPAC Chair has requested that the Stevens Creek Trail be discussed at this meeting. Staff will prepare a presentation on the Stevens Creek Trail for the August BPAC meeting.
6. Board and Commission Orientation
On July 22, 2004 at 6:00 p.m., there will be a Board and Commission Orientation session for new Board and Commission members. At this Orientation, each new member will receive a Board/Commission Handbook; this Handbook will also be distributed to current Board/Commission members as well as the staff liaisons. Among other topics, parliamentary procedures will be covered in the Handbook and at the Orientation by Valerie Armento, the City Attorney. Staff recommends that new BPAC members attend the Orientation and that all BPAC members review the Handbook for parliamentary procedures training.
