5. Bicycle and Pedestrian Collision Analysis
In the fall of 2002, the Metropolitan Transportation Commission (MTC) initiated a program to assist local agencies in improving bicycle and pedestrian safety. The program, called the Bicycle and Pedestrian Safety Technical Assistance Program (Safety TAP), identified four pilot agencies to participate in the program. The agencies selected were Sunnyvale, Napa, Fremont, and Santa Rosa. The over -riding goal of the Bicycle and Pedestrian Safety TAP was to create a culture of safety by institutionalizing pedestrian and bicycle considerations into city policies and practices. To this end, each agency identified a Safety TAP working group, which participated in a series of meetings. Working group members reviewed citywide collision analyses for both bicycles and pedestrians in order to identify trends to address through city policies and programs.
This document contains the results of the collision analysis; a summary of existing programs; a set of recommended safety initiatives; and concept plans addressing both short and long-term strategies for intersections selected by City of Sunnyvale staff for further study. These results will be incorporated into the Update of the Sunnyvale Bicycle Plan as well as the Pedestrian Safety and Opportunities Study.
