2.         Wolfe Road Bicycle Facility Project – designation of preferred alternative

The Wolfe Road Bicycle Facility Project is a project to create a Class 3 bicycle route on Wolfe Road between Homestead Road and El Camino Real. This is consistent with the recommendation in the Bicycle Opportunities Study for this segment of Wolfe Road. The project has been funded through a grant from the Bay Area Air Quality Management District (BAAQMD), Transportation Fund for Clean Air (TFCA).

In the project planning and community outreach phase of the project, staff has developed a number of alternatives to meet the project goals and respond to community input received. Two community meetings were held, one on November 15, 2004 and one on March 2, 2005. Representatives from the bicycling community, as well as the Wolfe road residents and property owners were in attendance. See Attachment 3 for summary minutes from the two meetings.

Three alternatives will be presented to the committee:

• Alternative 1 – Sharrow (class 3 route with signs and pavement markings)
• Alternative 2 – Daytime Parking Restriction (class 2 bike lane between 7am and 6pm)
• Alternative 3 – Limited Parking removal – (class 2 bike lane at all times with parking preserved in certain locations along the segment).

Staff asks that the committee identify a preferred alternative. The recommendation will be transmitted to City Council at the time a decision is made. Staff will inform the committee when a hearing date is scheduled.  

3.         Health and Safety Fair

The annual Health and Safety Fair will be held on May 14, 2005 from 11 a.m. to 3 p.m at the Columbia Neighborhood Center. A component of the Health and Safety Fair is the Bike Rodeo, in which City staff and volunteers assist with helmet fittings. The coordinator of the Fair has contacted staff and requested volunteers for the helmet fitting station. To date, only one committee member has volunteered for this event. At this time staff would like to determine if there are any other volunteers. If there are no others, staff requests that the committee reconsider their request for participation, because there will not be enough volunteers to staff the event.

5.         Bike to Work Day Planning             

The designated Bike to Work Day (BTWD) for the Bay area is Thursday, May 19, 2005. Staff will provide an oral staff report detailing coordination efforts to date.
