2. Pedestrian Safety and Opportunities Study - Approval of Work Plan
The City has developed a work plan for completion of the Pedestrian Safety and Opportunities Study in conjunction with consultant Michelle DeRobertis. The work plan is meant to be used as guidance to meet the following project goals: Identification of high pedestrian generating/attracting areas; Inventory of sidewalk and crossing conditions; Development of design improvement guidelines and criteria; and development of an implementation plan/ project ranking.
Staff asks that the Committee review and approve the below work plan for the Pedestrian Safety and Opportunities Study. The City Council is scheduled to approve a work plan for this Study Issue in December 2004. It is anticipated that a final report will be completed by November 2005.

-identify crossing of arterials or collectors within distance specified in methodology of all schools on most logical routes to school; create database indicating intersection control, warning signs, # traffic lanes, traffic volume (from City ) etc.

Design Elements and Implementation Criteria
Determine draft implementation criteria for a set of candidate pedestrian facility improvements such as crosswalks, sidewalks, walkways and way-finding signs.

Pedestrian Improvement Plans
Using the criteria and design elements from Task 4, recommend specific improvements at the locations evaluated in Task 3, including conceptual designs, preliminary cost estimates and feasibility assessments.

Assist City staff with the preparation of the Initial Study and negative dec.

Preparation of Report
Respond to comments on previous deliverables and consolidated into an administrative draft report

3. Study and Budget Issue Development
The Study and Budget Issue process is an annual City procedure for planning the consideration of important issues. The City Council, after receiving input on issues of importance from a number of sources including commissions, committees, staff, and the general public, holds a Study/Budget Issues Workshop. This workshop is a ranking exercise of all of the issues submitted for consideration. From this exercise, staff gains an understanding of the Council’s priority issues for the next year and years to come. Staff then develops a realistic work plan for addressing issues. Budget issues, essentially expenditure requests, are either considered for inclusion in the budget or dropped. At its September, 2004 meeting the BPAC made a number of suggestions for candidate study and budget issues. There are also a number of 2004 Study Issue items that were deferred. At this time, the BPAC needs to finalize its list of candidate issues for forwarding to the City Council.
Attachment 3 includes Study Issue Papers for new and deferred items that were suggested by the Bicycle and Pedestrian Advisory Committee. All deferred items will automatically be resubmitted as a 2004 Study Issue. Staff asks that the Committee re-rank these issues along with the new issues that BPAC recommends for submittal. The Study/Budget Issue Workshop will be held December 16th. Boards and Commissions will have an opportunity to present testimony to the Council at the December 7th Council meeting.
Staff recommends that the Bicycle and Pedestrian Advisory Committee develop a priority ranking of Study and Budget Issues for consideration by the Council for 2005.
