Public Hearings/General Business
- Study and Budget Issue Development
This is the scheduled initial discussion of the 2005 study and budget issue candidates for the BPAC. Study and budget issues are the City’s way of dealing with issues requiring considerable staff and/or financial resources to address, i.e. special studies, new capital projects, etc. The BPAC has an opportunity each year to propose a list of issues it feels are important to be addressed. The City Council considers issues from all City Boards and Commissions, citizens, Council members, and staff, and prioritizes them. Approved issues then form a major portion of the City’s work program for the following year.
The following is a list of Study Issues that were presented to the City Council in 2004. There were a number of 2004 BPAC Study Issue recommendations that were deferred by Council or staff. Those items will be automatically resubmitted as 2005 Study Issues. There were also two items that have been raised as possible BPAC study issues throughout the year those items are also listed below.
At this time, please suggest any new study issues to be considered. Study Issue Papers will be developed for review and ranking at the October 21, 2004 BPAC meeting.
BPAC Study Issues requested for 2005
- Comprehensive collision review. This was suggested by chair Thom Mayer in order to determine how best to target City resources for collision reduction.
- Review of BPAC Functions and Responsibilities.

- Santa Clara VTA Bicycle Expenditure Program Biennial Review - Tier 1 Bicycle Project List
The VTA is conducting the second biennial review of the Tier 1 Bicycle Project list and Bicycle Expenditure Program (BEP) to update the project list and make adjustments in the project list and BEP allocations. As part of this process, VTA has asked that Sunnyvale provide project updates for the Borregas Avenue Bicycle and Pedestrian Overcrossings and the Bernardo Avenue Caltrain Undercrossing. Updates are due to VTA staff by September 23, 2004. Staff is preparing the updated schedule and budget for submittal.
- Pedestrian Safety/Opportunities Study - Request for Proposals
In June 2004, the BPAC gave recommendations to staff regarding the details of a work plan for the Pedestrian Safety and Opportunities Study. Staff has incorporated those recommendations and developed a Request for Proposals (RFP) (Attachment 5), in order to retain a consultant to complete the study. After consultant proposals have been received, the Pedestrian Safety and Opportunities Study Work Plan will be brought to BPAC for approval in November 2004 and to City Council for approval in December 2004.
- Planning Commission Liaison
The Sunnyvale Planning Commission has designated Commissioner Larry Klein as the BPAC's liaison to the Planning Commission. He will be available to answer any questions about Planning Commission activities that BPAC members may have. Staff will provide committee members with Mr. Klein's contact information. Please let staff know if individual committee members would like their contact information shared with the Planning Commission Liaison.
