The Child Care Advisory Board met on March 13, 2007, for a special session in the West Conference Room, 456 W. Olive Avenue, at 1:00 p.m. with Kimberly Stewart, Chair, presiding.

PUBLIC HEARINGS/GENERAL BUSINESS
Angela Chan introduced Susan Suekawa, Youth, Family and Child Care Resources, Program Coordinator. The board warmly welcomed Susan.
Susan informed the board about the City of Sunnyvale’s Volunteer Recognition Event on Tuesday, April 24 2007 from 5:00-7:00p.m.
Robert discussed the future role of the Child Care Advisory Board (CCAB) and its relationship to staff and city council. CCAB members all have professional backgrounds in early education, which is unique from other commissions and boards. Therefore, this expertise of CCAB members have been utilized by staff in assisting with operational issues. Robert discussed the difference between staff operating issues and council policy issues. BOARD MEMBER SHEA stated how study issues in the past have not been policy issues. Two examples of such issues proposed by CCAB members were universal preschool and children with special needs. Both of these issues were operational, not policy.
All City of Sunnyvale boards and commissions must adhere to the Brown Act and parliamentary procedures. Robert discussed parliamentary procedures, and the importance of applying these set of rules for conducting business at public board and commission meetings. Robert also emphasized Susan’s role as staff liaison to CCAB. As a staff liaison, she will soon be attending quarterly meetings/trainings initiated by the City Clerk’s office, the division now responsible for boards and commissions. These quarterly meetings will assist staff liaisons to work with their boards or commissions to adhere more consistently to the rules and procedures of how to conduct public board or commission meetings.
Staff is considering proposing a study issue on the future role of CCAB, and its relationship to staff and city council for calendar year 2008. Staff will only move forward to propose this study issue with the support from CCAB. Currently CCAB is an advisory board to city council and will continue to function that way. Staff will write a study issue proposal and present it to city council. The council will either choose to drop, defer, or accept the issue. City council will rank each issue, with “1” representing the issue with the highest priority. If the study issue is accepted, it could potentially take up to one year or more for it to be addressed, depending on where it is ranked by council.
BOARD MEMBER STEWART motioned to propose a study issue on the future role of CCAB, and its relation to city council for calendar year 2008. BOARD MEMBER CARMACK seconded the motion.
