GUEST SPEAKER: Linda Kim, Manager, Columbia Neighborhood Center

 

CALL TO ORDER:  Chair Lazaro called the meeting to order at 1:05 p.m.

 

PUBLIC APPEARANCES:  No members of the public addressed the Board.

 

GENERAL BUSINESS

 

Guest, Linda Kim, Manager, Columbia Neighborhood Center, Neighborhood and Community Services introduced herself to the Board.  She informed the Board of the Columbia Neighborhood Center as a collaborative partnership between the City of Sunnyvale, Sunnyvale Elementary School District, Advanced Micro Devices, Sunnyvale residents, and numerous community agencies which supports families and the community by providing recreation, education, health and social services year round.  Linda Kim wanted the Board to be aware of their services and to refer anyone who needs support.

 

Approval of Minutes from 10/02/03 CCAB meeting

Board Member, Matray, noted a correction on the meeting header (Special Meeting should be Regular Meeting). Correction noted.  With no other modifications to the minutes, BOARD MEMBER Lazaro motioned to accept the minutes as modified.  BOARD MEMBER Gutierrez seconded the motion.

Approval of Minutes from 10/24/03 CCAB meeting

Board Member, Lazaro, noted a correction on the start time of the Special Meeting (9 p.m. should be 9 a.m.). Correction noted.  With no other modifications to the minutes, BOARD MEMBER Lazaro motioned to accept the minutes as modified.  BOARD MEMBER Matray seconded the motion.

A request was made by Board Member Lazaro to discuss Agenda item #6, Update on 2003 Council Study Issues Session prior to reviewing Agenda item #5, the Draft 2004 CCAB Work Plan.

 

 

Update on 2003 Council Study Issues Session

Michelle Scatena, Interim Child Care Manager, informed the Board the following:

Study Issue, Assess the feasibility of developing a program that would facilitate partnerships between local business and Sunnyvale child care providers for the purpose of assisting local business with contributing funding, supplies, equipment, or pro-bono services to Sunnyvale child care programs ranked four, making it in the top four priority Study Issues from the Office of the City Manager department.  At this time, it is undetermined whether there is staff resources to support this study issue.

 

Study Issue, Identify current levels of utilization and awareness of existing City services by Sunnyvale child care providers was deferred and tabled for next year.

 

Study Issue, Research and Develop Comprehensive Guidebook for Child Care Center Developers, Lead department being Community Development was dropped.  Michelle Scatena, Interim Child Care Manager, notified the board that if they do not agree with this decision, they can write a letter.  She explained that there is information currently available; however, it is not compiled in a comprehensive guidebook.

 

 

Review Draft 2004 CCAB Work Plan

With a modification to add New Member recruitment in the month of January  due to four Board Members: DeAngelo, Halliburton, Lazaro, Matray terms expiring.  BOARD MEMBER Lazaro motioned to accept the 2004 Work Plan.  BOARD MEMBER DeAngelo seconded the
motion.

Update on One-Stop Resource Center Study Issue:

Michelle Scatena, Interim Child Care Manager, informed the Board that the collaborating groups concluded an up-to-date needs assessment is necessary.  A random sampling from family child care providers will be conducted by Michelle Scatena, Interim Child Care Manager, at the Family Child Care Network meeting on January 13th and calls will be made to centers.  Potential locations have been identified with further discussions on costs, funding and buy-in with other partnerships.

 

 

Child Care Manager Quarterly Update:

Michelle Scatena, Interim Child Care Manager, reported on the following:

1)     KTEH workshop was held during the October Family Child Care Network meeting, 15 attended.

2)     The Family Child Care Network had guest speakers in their November meeting: Sunnyvale Librarian, Dawn Perry from Community Family Services, Susannah Halliburton from Palo Alto Community Child Care.

3)     Amelia Kauweloa from Camino Medical Group will offer a training session on health and safety issues to the Sunnyvale Family Child Care Network (TBD).

4)     Hosted training in conjunction with UC Davis Extension, Managing Difficult Behavior on December 6th, 2003.  Six providers attended.

5)     CCAB recruitment: there will be 4 future openings since Board Members DeAngelo, Halliburton, Lazaro and Matray’s term expire this year.

6)     The First Five Program awarded the Early Learning Quality Improvement Program to PACCC, Palo Alto Community Child Care.  The Information and Resource Mobile Vehicle Program was awarded to the 4C’s, Community Child Care Council of Santa Clara County.  Parents Helping Parents is interested in taking the lead for The Letter of Intent for Community Workshops for Parents, Caregivers and Foster Parents Who Care for Children with Identified Special Needs.

7)     The First City of Sunnyvale Award for Excellence in Early Education has been launched.  Letters and applications were sent to the family child care providers and centers.  Information has been publicized in the City of Sunnyvale’s Quarterly Report, The Sunnyvale Sun and on the local TV network station, K-SUN.  Nomination forms are due by March 1, 2004.  The Board will be reviewing nomination forms in a spring meeting (TBD).

 

 

Discussion of Universal Preschool Legislative Action Policy

Michelle Scatena, Interim Child Care Manager, handed out a copy of a 2004 Legislative Action Policy:

Support child care providers having a voice in the development of potential Universal Preschool legislation.  Proposals for universal child care legislation could have a significant impact on child care providers and will affect the options available to families and children.

 

Michelle Scatena, Interim Child Care Manager, informed the Board that this allows the City to be supportive with the Child Care Advisory Board on this subject.  The Board was pleased to see this Action Policy written.

 

Announcements

Board Member, Lazaro announced Jim Hopper from the Department of Social Services who served as the Northern California Child Care Advocate will now be working with Child Care Policy.  He will be stationed locally.  The new Northern California Child Care Advocate is Betsy Rutana.  Board Member Lazaro handed out a flyer to the Board Members for their reference.

 

Board Member, Halliburton, announced they received grant funding from First Five and will be recruiting for the Family Child Care Mentor Program.  Incentives for family providers who meet the minimum requirements will receive a $500 stipend and $500 worth of materials will go to the mentee. Board Member, Lazaro, handed out packets to the Board Members and also encouraged visiting PACCC’s website, www.paccc.com for more information.  Halliburton will also email a one-page flyer to the Board Members for distribution.

 

Board Member, Lazaro, announced that the Licensing Department in San Jose got feedback from an appreciative family child care provider who wanted to pass on kudos to Public Safety Officer, Jeff Schlesinger.   Schlesinger provided excellent service with advice and consultation as he performed a fire inspection.

 

Board Members’ Comments

Board Members thanked Michelle Scatena, Interim Child Care Manager, for her leadership and stepping in the role as Interim Child Care Manager.
