The Child Care Advisory Board met on September 26, 2006 in the West Conference Room, 456 W. Olive Avenue, at 1:00 p.m. with Kimberly Stewart, Chair, presiding.

BOARD MEMBER STEWART motioned to excuse BOARD MEMBER SELL’S absence due to conflict in schedule. BOARD MEMBER SHEA seconded the motion.
MOTION CARRIED
With no modifications, BOARD MEMBER SHEA motioned to approve the staff recommendations to the draft Report to Council, Consideration of Revisions to Council Policy Governing Boards and Commissions. BOARD MEMBER STEWART seconded the motion.

CITIZENS TO BE HEARD
PUBLIC HEARINGS/GENERAL BUSINESS
Linda Kim, Youth, Family & Resources Manager, provided an update on the 2007 study issues. Two study issues from 2006 that fell below the line will be resubmitted: Explore the City’s Role in Supporting Child Care Providers Serving Special Needs Children and Explore the City’s Role in Supporting Center-based Child Care Programs seeking Accreditation from the National Association for the Education of Young Children. As for the three potential Study Issues the board discussed, they were considered to be operational issues rather than study issues.
CCAB to conduct site visits of nominees for the Award for Excellence in Early Education - Staff will explore incorporating visits as part of the award review process for the upcoming award cycle.
Explore the City’s Role in educating parents on legislation/ballot measures - The City is able to provide information regarding legislation to the public, and has done so in the past. Regarding ballot measures, the City is able to distribute information-only materials. However, for ballot measures, the City must have any informational materials reviewed by the Office of the City Attorney before being distributed to the public. This is because the City is not allowed to use public funds to create materials that appear to endorse either side of the ballot measure. (E.g. Creating the materials may be difficult because even statements such as “This measure will increase access to preschool” could be viewed as promoting preschool and one side of the measure over the other.) This issue will be examined by staff to determine if it is a priority and if adequate staff time and funding is available to devote to this issue, for this or a future fiscal year.
Explore the City’s Role in educating community members on early childhood development and current trends in child care - Staff will determine if there are adequate funds and staff hours available in the current or next year Child Care Program budget to implement community member training in addition to the child care provider trainings that are already being offered.
BOARD MEMBERS suggested the following child care provider workshop topics for FY 06/07: Early literacy, math, science, discipline, nutrition, safety, emergency disaster plan. Linda Kim announced that the first workshop is being planned for November on the topic of safety skills for parents and caregivers.
NON-AGENDA ITEMS AND COMMENTS
BOARD MEMBER STEWART encouraged CCAB to participate in the Multicultural Outreach Task Force, if it should form in the future. She submitted her response to the Multicultural Outreach Task Force questionnaire that was sent to all Board and Commissions from Patricia Lord, Community Resources Manager. STEWART commented it is essential child care should support it.
Linda Kim was pleased to announce a candidate was selected to fill the position for the Temporary Youth, Family & Child Care Resources Coordinator position. Stephanie Manfre will be starting in a couple of weeks and the CCAB will meet her at next month’s meeting. The recruitment for the permanent Youth, Family & Child Care Resources Coordinator position is pending with HR.
