PRESENT: DeAngelo, Gutierrez, Halliburton, Lazaro, Matray

 

ABSENT: Jevons, Ozdemir

 

STAFF PRESENT: Kristen Nigriny, Child Care Manager; Claire Garcia, Sr. Office Assistant

 

CALL TO ORDER: Chair Lazaro called the meeting to order at 1:05 p.m. 

 

BOARD MEMBER Jevons tended to a family emergency.  BOARD MEMBER Ozdemir is ill.  BOARD MEMBER Lazaro motioned to excuse BOARD MEMBERS Jevons and Ozdemir’s absence.  BOARD MEMBER DeAngelo seconded the motion.

GENERAL BUSINESS

1. Approval of Draft minutes from 8/22/03 Special CCAB Meeting

BOARD MEMBER Lazaro motioned to accept the 8/22/03 CCAB minutes as submitted.  BOARD MEMBER Matray seconded the motion.

2. Update on One-Stop Resource Center Study Issue

Kristen Nigriny, Child Care Services Manager informed the Board that Mayor, Julia Miller was very complimentary about the CCAB Study Issue: Explore the feasibility of Providing a One-Stop Center that offers Education, Training and other Resources, Using Existing Community Links and Resources, for Child Care Providers and Parents.  Council unanimously approved the Staff/CCAB recommendation in the Report to Council.  Next steps include meeting with potential collaborators on this project.

 

3. Child Care Manager Quarterly Update:

Kristen Nigriny, Child Care Services Manager, reported on the following:

  • Coordinated several workshops for the Sunnyvale Family Child Care Network (SFCCN). October: KTEH workshop will focus on media literacy; November: Community Family Services will focus on becoming a subsidized provider; January: Camino Medical Group will focus on health and safety issues.
  • The grant money that was awarded to the SFCCN will no longer be used for a lending library. SFCCN received approval to utilize the money for gymnastic and art classes that will be provided at the provider’s home.
  • The Guide, (a supplement to the San Jose Mercury News), featured a story on the City’s collaboration with UC Davis Extension to offer high quality training classes for family child care providers (September 25, 2003 issue).  Two Sunnyvale family child care providers, Marilyn Pestano and Iris Ann Nelson were featured.  A copy of the article was given to the Board members
  • Hosted a training in conjunction with the UC Davis Extension, “Giving Children a Healthy Start”, for family child care providers on September 13th.
  • Hosted a training, in conjunction with Palo Alto Community Child Care, “Promoting the Learning of First and Second Languages in Young Children”, for providers who speak English as a Second Language.
  • The First Five Program Review Committee recommended that the Early Learning Quality Improvement Program contract be awarded to Palo Alto Community Child Care.
  • The Information and Resource Mobile Vehicle program received three Letters of Intent from agencies that are interested in submitting proposals for this program: 4C’s, Children’s Home Society and Resources for Families.  Proposals are due by October 10th.
  • The Volunteer Community Partners Program Intent to Negotiate received no bids.  The Partnership recommended reallocating $95,000 evenly to the remaining three strategies.
  • Child Care Services is rolling out a new award program, which focuses on the importance of early education in child care settings. The Child Care Advisory Board will review the applications at a 2004 meeting (date to be determined) and choose three recipients for the award.

4. Continue to Identify 2003 Study Issues

  • Study Issue: Research and Develop Comprehensive Guidebook for Child Care Center Developers will be resubmitted to Council this year as it fell below the line last year. 
  • A second study issue was developed that will focus on an assessment of City services available to child care providers.
  • The CCAB called for a special meeting on October 24th from 9-11am to develop a third study issue.

5. Discussion of Universal Preschool Legislative Action Policy

BOARD MEMBER Lazaro motioned to have this as a standing agenda item for possible submission as a proposed legislative action policy in 2004.  BOARD MEMBER DeAngelo seconded the motion.

6. Discussion of Work Plan for 2004

Kristen Nigriny, Child Care Services Manager informed the Board a draft work plan will be developed, which will be reviewed at the January 2004 CCAB meeting.
