4. COMMISSION OLD BUSINESS (15 Minutes)
A. Continue Developing Outreach Objectives and Staff Follow-up
Chair Shoemaker
updated staff about the outreach objectives discussed in prior meetings. Comm. Hopkins noted that she is in touch with the Sun about writing a column for the Commission as a form of outreach. Comm. Steward responded that she might have some work relevant towards a column in the Sun published by Silicon Valley Community Newspaper.
Chair Shoemaker noted that more discussion and work time should be made to the study issues for this year.
Comm. Love noted that a column for the Sun would be great for outreaching, and that all the ideas discussed of outreach may be included.
Ms. Caruso,
Principal Planner, asked Comm. McQueen for clarification about geo casting. Comm. McQueen responded and clarified what exactly geo casting involved. He also noted that he has the coordinates for the GPS (Global Positioning Systems) units involving geo castings around Sunnyvale.
Chair Shoemaker asked staff when the study issues will be presented to the City Council. Ms. Caruso responded that the proposed study issues will be going to council on December 18.
Comm. Steward noted that diverse heritages should be a part of this Commission. Chair Shoemaker responded that she was not sure that research and staff time would be sufficient to do this type of work.
Comm. McQueen noted that a newspaper article would be a successful outreach for the Commission.

5. COMMISSION NEW BUSINESS (60 Minutes)
- Review of the Code of Ethics
Ms. Caruso noted that nothing has changed in the Code of Ethics and the handout was for review only.

- Training – Review of Study Issue Process
Ms. Caruso noted the process of Study Issues with the City. She noted that all City Departments put together these study issues and present them to the Boards and Commissions. She then noted that the Boards & Commissions rank their issues and staff then presents the items to City Council for ranking.
Staff noted that the Study Issue items for Heritage Preservation are the same study issue items from last year and did not get ranked high enough for funding.
- Discussion of potential Study Issues
CDD-2: Clarify CEQA Requirements and Heritage Preservation Commission’s Role in Relation to the Heritage Preservation Code
Ms. Caruso noted that modification may be needed with this item. Staff further noted that the City’s current code for preservation is not clear to a developers or owners.
Ms. Caruso noted to delete the first paragraph of this issue due to City Council’s denial of this portion. Comm. Steward asked staff if there are any Mills Act contracts for Sunnyvale. Staff responded yes.
Chair asked staff if these revisions would make this issue more acceptable by Council.
CDD-6: Work plan to develop Heritage Preservation Commission outreach program
Ms. Caruso noted that last year the Heritage Preservation Commission requested for the Outreach Program to be more "flashy". She noted that this item did not get ranked last year. She further noted that this item can easily be revised to describe a different type of outreach, such as an ad in the Sun Paper. Commissioners and staff described parts that could be changed.
Comm. Love noted that they have discussed more ideas for outreach more specifically in the past meetings and that they should put them forward in this study issue for City Council. Chair Shoemaker noted that the items presented as study issues are for the Work Plan only and not for the actual budgeting. Comm. Love noted that he believed the Commission can start working on some outreach items without seeking approval from City Council. Comm. Love also suggested that the wording and descriptions of these study issues can be geared for City Council’s consideration.
Comm. Love noted that Comm. McQueen had great information for historical sites around the City to include in the street map they have discussed in the past meetings. He also noted that the first bullet of this issue should specifically state a slideshow presentation; furthermore, he noted that the second bullet should specifically state a publication of a pamphlet handout also recently discussed in the past meetings.
Comm. Hopkins asked staff about the Mills Act and if it applied to the City. Staff responded and clarified.
Comm. McQueen added that he does not have high hopes to get an approved study issue item into their work plan from City Council. Comm. Love noted that they should also state a link from the City Website page to include their outreach ideas.
CDD-23: Visual Streetscape Standards for Murphy Avenue
Staff noted that this study issue originated with staff and not this Commission. The Commission noted that the idea for streetscape standards was discussed in the past. Staff noted that downtown streets should have more updated design guidelines regarding streetscape in the historic district.
Chair Shoemaker asked staff if downtown businesses will be involved with this item. Staff responded that the issue noted that outreach to other groups such as the Chamber of Commerce.
Comm. Love asked the Commission that "revised new policies and guidelines" should be added to this item.
Chair Shoemaker noted that another meeting may be needed to rank these study issues.
Comm. Hopkins noted an idea for another study issue to bring to Council regarding specific guidelines for downtown single family homes. Staff noted that there are guidelines that exist which apply to the downtown area, such as the Downtown Design Guidelines, Murphy Avenue Design Guidelines, and the General Plan.
Chair asked staff when the ranking of these study issues need to be done. Staff responded that study issues need to be ranked by the end of this month. The Commission noted that October 29 would be a good meeting date to continue the ranking of these study issues.
Ms. Caruso noted that these issues will be revised with the Commission’s changes and submitted at the special Heritage Meeting on October 29.
Comm. Steward noted that guidelines need to be implemented regarding demolishing and salvaging homes in Sunnyvale. She asked staff if the City has a policy for salvaging and demolishing historic sites. Comm. Hopkins noted that City of San Jose has guidelines for residential preservation.
Comm. Steward noted that the Commission had no means of stopping the proposed Special Development permit which included demolishing on 160 North Sunnyvale Road. Staff said if other cities’ demolition requirements would be looked into.
October 29, 2003 will be the next meeting.

6. COMMUNICATIONS (10 Minutes)
Chair Shoemaker, noted that a letter was written to the Commission from Comm. Pang stating that her last month at the Commission will be this month. Comm. Pang noted that she is involved in too many projects to be in this Commission; therefore she will be leaving her seat.
Comm. McQueen noted that he was just in Grass Valley and met a lady who wrote a book that is involved with Donner Valley and the Murphy family. He noted that he got a signed book from the lady that wrote a book and would like to display it in the Heritage Museum.
Comm. Steward noted that the Nail and Hair salon on Murphy Avenue has a blinking sign that she feels is not allowed. Staff noted that a blinking sign is not allowed but neon is, up to a certain percentage of the window. Staff noted that Neighborhood Preservation will be notified of this situation.
Ms. Caruso noted that she has visited the Charlie Olsen’s barn and noted that he is proud to have a bathroom in the barn after all these years. She further noted that there is a sink with warm water which the apricot pickers are so excited about since they did not have any warm water for decades.
Comm. Pang noted that she is preserving her Eichler home, and asked staff what she needs to do to have it preserved as a historical site. Comm. Hopkins suggested visiting the Eichler Website to be familiarized with the process of preserving her home and comparing hers with other Eichler homes
