Housing & Human Services and planning Commission

The Housing & Human Services Commission and the Planning Commission met in a special session in the Neighborhood Room, Community Center at 555 W. Remington Avenue on March 7, 2005 at 7:10 p.m. with Chairperson Nancy Smith presiding.

Commission Members Present: Chair Chris Moylan, Vice Chair Hungerford, Commissioners  James Fussell, Larry Klein and Brandon Sulser

PUBLIC HEARING

 

A.     Staff and Consultant Presentation of the Draft Consolidated Plan for 2005-2010

 

Annabel Yurutucu, Housing Officer, introduced Gerri Caruso, Principal Planner, Rebecca Moon, Assistant City Attorney and Jeff Goldman, of Cotton/Bridges Associates who are available to answer the Commissioners’ questions.

 

Jeff Goldman, Cotton/Bridges Associates, presented a Powerpoint presentation of the 2005-2010 Draft Consolidated Plan (ConPlan).  He explained the importance of the document and its relationship to the General Plan and other city policy documents.

 

Annabel Yurutucu, Housing Officer, further explained the importance and details of the ConPlan noting that it is a five-year strategic planning document which contains certain prescribed needs assessments and priority needs as determined by the Housing and Urban Development.  Furthermore, she added that the City’s HUD funding is contingent upon HUD’s approval of the ConPlan.   She availed herself, the consultant and the rest of staff to Commissioners’ comments and questions.

 

B.     Discussion and Comments

 

Chair Smith opened the discussion and comments to Housing and Human Services and Planning Commission.  Staff responded to Commissions’ discussion and comments regarding the following: - period of the ConPlan, factors affecting the housing prices, data collections, down payment assistance program, relationship to the General Plan, the recommended priorities and goals, funding, relationship to Land Use Regulations and Policies, job to housing ratio and the Housing Sub-element.

 

The Commission also suggested some corrections and enhancements to the draft document.

 

Chair Smith suggested inclusion of a narrative related to the jobs to housing ratio in the Consolidated Plan.

 

Chair Moylan commented that the data reported in the Plan is essential data that could be used in the Socio Economic Element update and suggested that it be used in it.

 

Chair Smith expressed her appreciation of staff for capturing the corrections suggested by the Housing and Human Services Commission and that overall she was pleased with the Con Plan.

 

NON-AGENDA ITEM AND COMMENTS

 

·         Commissioners Oral Comments

 

Chair Smith announced that the BMR Administrative Procedures Rental Program has been continued from March 8, 2005 to April 5, 2005 City Council meeting. She encouraged the Commissioners to attend the meeting.

 

Chair Moylan reported that former Mayor Howe has requested Boards and Commissions Chairs and Vice Chairs to conduct more joint meetings.  In response to this request, Planning Commissioners have volunteered to be liaisons to different Boards and Commissions.  He reported that Comm. Sulser has volunteered to be the liaison for the Housing and Human Services Commission and that the process has helpful and informative.

Chair Smith adjourned the meeting at 9:30PM.
