SUNNYVALE Housing & Human Services Commission

May 25, 2005

 

The Housing & Human Services Commission met in a regular session in the West Conference Room at 456 W. Olive Ave., Sunnyvale City Hall, Sunnyvale, CA 94086, on May 25, 2005 at 7:00 p.m. with Chairperson Nancy Smith presiding.  The meeting was preceded at 6:30PM with a reception to students and their families receiving an award at the Council Chambers Hallway.

 

ROLL CALL

 

Commission Members Present:  Chair Nancy Smith, Vice-Chair Chad Steward, Commissioners James Callan, Pradeep Joshi, Narendra Pathak, Jana Seshadri, Timothy Persyn, Elaine Rowan and Prabhakar Tenneti.

 

Staff:  Annabel Yurutucu, Housing Officer; Alice Gamboa-Navas, Administrative Aide; and Victoria Chambers, Senior Office Assistant.

CONSENT CALENDAR

Commissioner Callan made a motion to approve the Draft Minutes of March 7 and April 13, 2005 with minor modifications. Commissioner Pathak seconded.  Motion carried 7-2 with Commissioners Rowan and Tennetti abstain.

PUBLIC HEARINGS/GENERAL BUSINESS

 

A.     Award Presentation – 2005 Fair Housing Poster Contest

 

Chair Smith welcomed the students and their families to the Housing and Human Services Commission meeting.  Ann Marquart, Executive Director of Project Sentinel, gave an overview of the Fair Housing Contest held in April 2005 by Project Sentinel one of the recipients of the CDGB grant funding.  She stated that the agency provided short educational presentations about Fair Housing and related issues of discrimination, diversity, segregation and integration. Chair Smith then presented the awards to:

 

First Prize Winners – Georgia Evans (6th Grade) and Madison Salom (5th Grade) both from Cherry Chase Child Development Center

 

Second Prize Winner – Christine Lee (5th Grade) from Lakewood KLAS

 

Third Prize WinnerJasmine Park (4th Grade) from Cherry Chase Child Development Center.

 

Chair Smith also provided Certificate of Participation to San Miguel and Lakewood After-School Arts Program and thanked the De Anza Euphrat Museum of Arts.

 

B.     Discussion of Potential 2006 Study Issues

 

Annabel Yurutucu, Housing Officer, reported that it is now the time to start discussing potential 2006 Study Issues.  She provided the Commission with the Overview of the Study Issue Process and explained briefly each milestone.  She noted that she will provide more in-depth information about the Study Issue process, in the next month’s packet.

 

C.     Update of the Outside Group Funding FY 2005-2006

 

Annabel Yurutucu, Housing Officer reported that the City Council approved the Commission recommendation with modifications on the Outside Group Funding appropriating $350,000 in CDBG funds.

 

D.     Update on the CDBG Initiative

 

Annabel Yurutucu, Housing Officer reported that the CDBG Funding Initiative intergovernmental action is now being reviewed by the U.S. Senate Appropriations Committee.  Further, she added that the Senate Committee is in support of keeping status quo of the CDGB fund granting process.

 

E.     Updated on the Santa Clara County Ten-Year Plan to End Homelessness

 

Annabel Yurutucu, Housing Officer, provided a copy of the County’s Ten-Year Plan to End Chronic Homelessness in Santa Clara County.  She noted that city staff did not have any input in completing the Plan. The Plan was prepared without direct input and review of various staff’s in Santa Clara County.  Further, she noted that there are several open items in the report that requires further study and analyses.  The Commission questioned the thought process and mechanism conducted in completing the Plan which appears to have several issues that need to be addressed. Staff responded that further discussions on the proposed plan are scheduled with County staff.

Annabel Yurutucu introduced Victoria Chambers, Senior Office Assistant in Housing Division. She stated that one of her responsibilities is as a back-up to Alice Gamboa-Navas as liaison to the Housing and Human Services Commission.
