CALL TO ORDER

Meeting called to order by Chair Smith at 6:35 p.m.

2. COMMISSION NEW BUSINESS

A. Presentation of Awards for Fair Housing Poster Contest

Nancy Smith, Chair provided comments on the history of fair housing legislation, and  discussed Fair Housing Month and presented the Fair Housing Month Poster Contest first, second, and third place winners with certificates and thanked all participates.  Winners:  1st - Anis Binnibas, 2nd - Crystale Ridaley, 3rd  - Juan-Carlos Pulillo,  Honorable Mention – Miguel Magat, Certificate of Appreciation - Euphrat Museum of Art’s After-school Art Class, Sonya Soto, Annie Chen, Caitlin Leo, Cliff Wong, Rolondo Rodriguez.

Annabel Yurutucu, Housing Officer, thanked participants and presented City of Sunnyvale piggy banks and CDBG hats as prizes to winners.  She stated that the art work will be displayed in the lobby in City Hall during May 2004.  

B.  HUD Video re. Community Development Block Grant (CDBG)

A HUD video celebrating the 30th Year Anniversary of CDBG was viewed by the commission.

4. PUBLIC HEARING ITEMS

A. Discuss revisions to CDBG Outside Group Funding

Ms. Yurutucu presented an overview of required reductions in the previously recommended outside group allocations for the 04/05 Program Year (PY).  The funding reduction was due to the reduced HUD allocation and a reduction of the current projected program income.  In addition, she reviewed the HUD funding formulas and criteria used in calculating reductions, selling the Manzanita Property to prevent a future reduction in 05/06 of program income, and how early pay offs effect program income.

Comm. Pathak questioned whether the reduction was 5% exactly in all amounts reduced on the chart.

Ms. Yurutucu responded that the commission’s recommendations have not been submitted and apologized for staff providing a funding amount to the commission at their last meeting; that was higher than allowed by regulation.  She reviewed and explained how the 15% Public Service cap is reconciled in the HUD Consolidated Annual Performance Evaluation Report and financial summary. 

Comm. Steward asked about the Manzanita property and how long has the city owned the property. 

Ms. Yurutucu responded that the Manzanita property was purchased in 1983 and is housing one family.  She explained that the city purchased the property to protect a Housing Rehabilitation loan of $18, 000 when the property was in foreclosure.  She further explained that all loans on property were fully paid with CDBG funds and all proceeds from the sale will return as CDBG program income.  She further stated that CDBG, does not allow funding to maintain the property, and staff has recommended its sale.

Ms. Yurutucu requested the HHSC recommend approval of the 2004/2005 PY draft RTC and Action Plan.

Comm. Pathak stated he approved the amounts and distribution for 2004/2004 PY reductions in funding.

Comm. Steward agrees with Comm. Pathak and asked if the RTC includes explanation of reallocation of funds.

Vice-Chair Rowan asked if funds could be reallocated after approval of the Action Plan budget.  

Ms. Yurutucu responded it is extremely difficult to reallocate funds after Council approval and only in extreme cases where contracts can be terminated could the reallocation of funds happen.

Vice-Chair Rowan made a motion to accept the reduction plan for the fiscal year 04/05 including the modification to the reduction to the Alano Club.  Silveira seconded. Motion unanimous 6-0, with Comms. Bannai and Iannotti absent.

B. Approval of Draft RTC Fiscal Year 04/05

Chair Smith requested the Fiscal Year become Program Year where it’s appropriate in the RTC or vice versa.

Ms. Yurutucu acknowledged Comm. Smith request and will present to the RTC to the City Council on May 11, 2004.  Staff will send Housing and Human Services Commission a copy of the RTC, Action Plan, and the RFP for the 2005-2010 Con Plan that is being mailed out the week of May 3rd. 

Vice-Chair Rowan asked if the old Kmart on Lawrence Expressway and El Camino Real was slated for a housing project.

Chair Smith asked how soon does staff need comments on the Action Plan, because she could review it quickly and give staff comments.

Ms. Yurutucu responded that the Action Plan is in draft form and will not get attached to the RTC until Thursday before it goes to the Council.  If the Commission would like to include comments in the Action Plan please let her know before May 6th

Chair Smith stated it was too premature to make a motion on approval of the Action Plan.

Ms. Yurutucu responded the Action Plan is included in the Council packet and approval by the HHSC is not required at this time.

5. APPROVAL OF DRAFT MINUTES of March 24, 2004

Comm. Pathak voiced a concern that minutes of March 24th had not been posted.

Ms. Yurutucu responded that the minutes of March 24th are developed since they incorporated funding recommendations that are attached to the report to Council for the Public Hearing on May 11th packet.

Chair Smith requested commissioners to attend the City Council meeting of May 11th and to make corrections to the March 24th minutes from “Vice Chair Smith” to “Chair Smith.”

Comm. Joshi made a motion to approve the Draft Minutes of March 24, 2004, with corrections and Comm. Pathak seconded. Motion carried 4-2, with Comms. Rowan and Silveira abstaining.  Comms. Bannai and Iannotti absent.

6. HOUSING OFFICER’S REPORT

Ms. Yurutucu mentioned that the BMR Sub-committee will be meeting Saturday, May 1st at 9:30-12:30 in West Conference Room to review the BMR Home Ownership Program database and the next steps in the process.  She stated that the goal is to distribute letters to applicants regarding their status out within the following two weeks.

Chair Smith, Comms. Pathak, Rowan and Steward stated they will be attending the Saturday meeting.

7. OPEN FORUM

Chair Smith and Commissioners stated they were very happy to see the enthusiasm and the overwhelming attendance for the Fair Housing Poster contest presentation.  

8. REPORT ON COUNCIL MEETINGS

Chair Smith reported on attending the City Council meeting of April 6, 2004 and that she spoke in favor of the West Weddell Project.  The project was approved, including the six – 3 bedroom units. 

Chair Smith encouraged Commission to pick dates to attend the upcoming Council Meetings.

9. ORAL COMMUNICATION

A. Housing & Human Services Commission.

Comm. Pathak stated he attended the Sunnyvale Volunteer Event at the Senior Center.  The Event was attended by over 200 volunteers.

Vice-Chair Rowan voiced that she read in the Sunnyvale Sun that the Indian Center had a Grand Opening. 

Comm. Joshi stated that the event was well attended by over 1200 people.  He stated the Mayor and several Council members attended.  He encourages the Commission to stop by and visit the Center located on Wolf Road.

Vice-Chair Rowan stated Columbia Neighborhood Center and School is having a health fair on Saturday, May 22nd from 11 a.m. – 3 p.m.  Activities will include a bike rodeo. 

Comm. Silveira stated he had read in the San Jose Mercury News that housing is turning around and prices are going up again.

B. Staff

Ms. Yurutucu stated that she and her staff attended the 30th Anniversary of the Senior Nutrition Program and mentioned that the Mayor and County staff also attended.

10. ADJOURNMENT

Chair Smith adjourned the meeting at 8:43 p.m.
