Commission
The Housing & Human Services Commission met in regular session in the West Conference Room at 456 W. Olive Ave., Sunnyvale City Hall, Sunnyvale, CA 94088, at 7:10PM with Chair Nancy Smith presiding.

Commission Members Present: Chair Nancy Smith, Vice-Chair Elaine Rowan, Comms. Vinay Bannai, Pradeep Joshi, Narendra Pathak, and Chad Steward

CONSENT CALENDAR
Comm. Steward made a motion to approve the Draft Minutes of April 28, 2004, and Vice-Chair Rowan seconded. Motion carried 5-1, with Comm. Bannai abstaining. Comms. Iannotti and Silveira absent.

PUBLIC HEARINGS/GENERAL BUSINESS
1. Commission discusses study issues relevant to housing
Ms. Yurutucu presented an overview of procedures for ranking and rating study issues.She included that a proposed study issue for this year might incorporate into the 5 year Consolidated Planning process.
After considerable discussion, it was determined that HHSCs’ would make a recommendation at a future date, July or August meeting. Following are possible proposed study issue items:
Review current BMR housing units, converting to “market rate”
Assess homeless needs and services
Best practices of alternative housing development for workforce
Comm. Steward suggested the following, relating to the “current affordable housing units, converting to market rate”:
Chair Smith asked when final study issue recommendations are due.
Ms. Yurutucu responded October.
2. Discuss BMR Home Ownership Administrative Procedures
Ms. Yurutucu provided a copy of the BMR Home Ownership Administrative Procedures, and presented an overview of its’ contents.
HHSCs’ voiced that it was very detailed and thanked staff for their hard work.
3. Affordable Housing Week - Housing Tour and Best Practices Seminar
Ms. Yurutucu voiced that during Affordable Housing Week, the following events will take place:

June 8th - Best Practices Seminar –Producing Affordable Housing

June 9th – Accessing Affordable Rental Housing Workshops

June 10th – Accessing Affordable Rental Housing Workshops

June 13th – San Jose Giants Game – Affordable Housing Week Celebration
4. Groundbreaking Ceremony re. Moulton Plaza Project
Ms. Yurutucu voiced that the groundbreaking ceremony for Moulton Plaza, would take place on June 10, 2004, at 1:30 p.m.; and that invitations would be mailed out soon.

Comm. Bannai, apologized to everyone and voiced that due to personal reasons, he needed to resign.
Ms. Yurutucu voiced that the Below Market Rate (BMR) Report to Council would be presented to Council on June 8, 2004.
