UNNYVALE Housing & Human Services Commission 

 

The Housing & Human Services Commission met in regular session in the West Conference Room at 456 W. Olive Ave., Sunnyvale City Hall, Sunnyvale, CA 94088, on June 23, 2004 at 7:09 p.m. with Chair Nancy Smith presiding.

 

ROLL CALL

 

Commission Members Present:  Chair Nancy Smith, Vice-Chair Elaine Rowan, Comms. Al Iannotti, Pradeep Joshi, Narendra Pathak, Mario Silveira and Chad Steward

CONSENT CALENDAR

 

Comm. Pathak made a motion to approve the Draft Minutes of May 26, 2004, and Comm. Joshi seconded. Motion carried 7-0.

PUBLIC HEARINGS/GENERAL BUSINESS 

 

1. Election of Officers for Fiscal Year 2004/2005

 

Chair Smith opened the election of officers for Fiscal Year 2004/2005 and thanked Vice-Chair Rowan and all the commissioners for their support during her term.

 

Comm. Pathak nominated Chair Smith for a second term as Chair.  Comm. Iannotti also nominated Comm. Steward as Chair.  Comm. Steward declined the chair nomination.

 

Comm. Pathak made a motion to nominate Chair Smith as Chair for FY 2004/2005 and Comm. Joshi seconded.  Motion carried 6-0-1.

 

Chair Smith accepted the nomination as Chair of the Housing and Human Services Commission.

 

Vice-Chair Rowan made a motion to nominate Comm. Steward as Vice Chair for FY 2004/2005 and Comm. Pathak seconded.  Motion carried 6-0-1.

 

Comm. Steward accepted the nomination as Vice-Chair of the Housing and Human Services Commission.

 

2. Proposed award of HOME CHDO pre-development and acquisition funds

 

Housing Officer, Annabel Yurutucu, presented an overview of the Report to Council (RTC) on the FY 2004/2005 Action Plan.  She reviewed the HOME CHDO and HUD procedures and the reserved funds for Charities Housing for the proposed Fair Oaks project.  Items will be heard at the July 20, 2004 City Council meeting. 

 

3. Outside General Fund Groups - July meeting

 

Housing Officer suggested that the Housing and Human Services Commission schedule a meeting for July to review outcomes and performance of agencies funded with General Fund, and prepare recommendations to be presented in August to the City Council.  

 

The Commission agreed to schedule July 28, 2004 to review Fiscal Year 2003-2004 performance for General Fund Groups and prepare recommendations for funding of Fiscal Year 2004-2005 grants.   

 

 

Vice-Chair Rowan made a motion to modify the HHSC Work Plan and meet on July 28, 2004 to review General Fund Groups and recommend funding approval to City Council, and Comm. Joshi seconded. Motion carried 7-0.

 

4. Request for Proposal on the Consolidated Plan

 

Ms. Yurutucu presented an overview of the procedures to hire a consultant to prepare the 2005 – 2010 Consolidated Plan.  She included that she is working with other jurisdictions in the County to prepare a countywide needs assessment for inclusion in each city’s plan.

 

Ms. Yurutucu distributed copies of the BMR Home Ownership Program and BMR Developer Procedures to the Commission and stated the Rental Procedures will be completed within the next week. 

 

NON-AGENDA ITEMS AND COMMENTS

 

  • BOARDMEMBERS OR COMMISSIONERS ORAL COMMENTS 

Vice-Chair Rowan voiced that the State of the City address was being held on July 4 at Washington Park

 

Ms. Yurutucu voiced that Council has appointed four new commissioners to the HHSC to begin their terms in July.  She also stated that the city is holding training for new and current commissioners on July 22, 2004.  Current Commissioners are welcome to attend.  

 

Several Commissioners voiced information on the following items:

  • A new task force created by the City Council to recognize issues related to cultural diversity
  • A news article regarding the City of Santa Clara providing $400,000 to several of their low income residents
  • The events of Affordable Housing Week and the Grand opening of Moulton Plaza1601 Taenaka Place, Sunnyvale 
  • STAFF ORAL COMMENTS

Ms. Yurutucu voiced several items as follows:

  • City staff attended the grand opening of Moulton Plaza
  • On June 8 staff presented at the Best Practices Workshop held in San Jose on Inclusionary Housing 

Ms. Yurutucu thanked outgoing Comm. Silveira and Comm. Iannotti for serving on the Housing and Human Services Commission.
