August 25, 2004
 

The Housing & Human Services Commission met in regular session in the West Conference Room at 456 W. Olive Ave., Sunnyvale City Hall, Sunnyvale, CA 94088, on August 25, 2004 at 7:05 p.m. with Vice Chair Chad Steward presiding.

CONSENT CALENDAR 

Commissioner Callan made a motion to clarify the wording in the July 28, 2004 draft minutes for the second bullet point of the Leadership Sunnyvale discussion.  Commissioner Joshi seconded.  Motion carried 6-0-3 (Chair Smith and Commissioners Rowan and Tenneti absent).

Commissioner Persyn made a motion to approve the Draft Minutes of July 28, 2004 with the minor wording changes.  Commissioner Pathak seconded.  Motion carried 6-0-3 (Chair Smith and Commissioners Rowan and Tenneti absent).

PUBLIC HEARINGS/GENERAL BUSINESS  

Vice Chair Steward welcomed new Commissioner Jana Seshadri.

 

Housing Officer Annabel Yurutucu reviewed the Work Plan for 2004-2005 Fiscal Year and Consolidated Plan 2005-2010 process, including consultant selection.  She presented an overview of the Housing and Urban Development (HUD) Consolidated Plan strategic planning process addressing community needs in Sunnyvale and noted the plan submission date is May 15, 2005.

 

Ms. Yurutucu presented the Consolidated Plan timeline of scheduled meetings with City Council, Planning and Housing and Human Services Commissioners and submission dates for a total of eight (8) community meetings prepared by the consultant and staff.  Schedule will be presented at next meeting.  She reviewed that the entitlement cities (except Milpitas) in Santa Clara County formed an informal consortium and obtained the services of the same consultant as Sunnyvale to do a Consolidated Plan countywide assessment, thus being cost effective to all cities. 

 

Ms Yurutucu reviewed the Public Hearings between the Planning Commission and Housing and Human Service Commission set for October 2004.  She voiced the Housing and Human Service and Planning Commissions will be able to come together on view points and topics to address current and future community needs.  She stated a Public Hearing is set along with a special meeting with the City Council to meet the May 15 submission of the Consolidated Plan to Housing and Urban Development (HUD).

 

Ms Yurutucu presented and reviewed the timeline for the two year funding cycle for the Community Development Block Grant (CDBG) and General Fund 2005-2007 Fiscal Year.  She suggested an additional meeting be set along with a regular meeting in April 2005 to accommodate presentations by non profits requesting funding. 

 

The Commissioners discussed the following items that will benefit the Housing and Human Services and Planning Commissioners at a combined meeting:

  • Opportunity to hear different viewpoints
  • Different approaches to strategy between Commissions
  • New Commissioners would benefit from seasoned Commissioners
  • Commissioners would get combined public input 

The Commissioners were equally divided and there was no conscience on holding a joint public hearing with the Planning Commission.  They felt they would benefit from absent senior Commissioners and deferred discussion to their next meeting.

 

 

Housing Officer Yurutucu voiced she will present dates for the Consolidated Plan and Housing and Human Services Commission (HHSC) Work Plan at the next meeting.

 

Housing Officer Yurutucu reviewed the IDIS (Integrated Disbursement and Information System) used to report to HUD and reports on CDBG and HOME 2003-2004 Fiscal Year.  A draft copy of the Consolidated Annual Performance and Evaluation Report (CAPER) will be in the September 22, 2004 packet to allow Commissioners time to make comments before submission to HUD.

 

Housing Officer Yurutucu discussed the Outside Group Funded agencies outcomes for 2003-2004 Fiscal Year. Staff will work with agencies that did not meet goals.

 

NON-AGENDA ITEMS AND COMMENTS

  • BOARDMEMBERS OR COMMISSIONERS ORAL COMMENTS 

Vice Chair Steward questioned how many Below Market Rate (BMR) units are in the approved downtown housing development of 263 units.  Housing Officer Yurutucu voiced that 12 1/2% or approximately 33 units will be BMR units.

  • STAFF ORAL COMMENTS

Housing Officer Yurutucu voiced the following:

  • Staff has reviewed 40 Below Market Rate (BMR) applications from the wait list to purchase and currently have 11 units to sell.
  • Pre-purchase workshops for BMR wait list applicants will be given by Neighborhood Services of Silicon Valley and Project Sentinel for BMR Rules and Regulations.
  • Approximately 120 BMR units will be added to the BMR Program in the upcoming 36 months
  • First Community Housing: Owners petitioned IRS to recognize funding as an internal gift; if not successful the program is at risk of failing.
  • Ms Yurutucu will bring samples or rankings and ratings process used by other cities and counties for HHSC to review Outside Group Funding for 2005/2006 and 2006/2007
