The Housing & Human Services Commission met in regular session in the West Conference Room at 456 W. Olive Ave., Sunnyvale City Hall, Sunnyvale, CA 94088, on September 22, 2004 at 7:07 p.m. with Chairperson Nancy Smith presiding.

PUBLIC ANNOUCEMENTS
Chair Nancy Smith welcomed Brandon Sulser, Planning Commissioner who stated he was recently designated as the Planning Commission’s liaison to the Housing and Human Service Commission.
Planning Commissioner Sulser voiced that the Planning Commission has assigned Planning Commissioners to attend meetings of certain City boards and commissions. The liaison will report back to the Planning Commissioners about discussion and recommendations of other boards and commissions that may have a bearing on Planning Commission approvals of projects and policies.
The Commissioners agreed that the Housing and Human Services Commission and the Planning Commission could benefit from working together on housing projects and issues. They voiced, if possible, to get advance notice of upcoming housing projects, which are of interest to the Commission, so they could make comments to forward for consideration prior to Planning Commission final approval.
Chair Smith introduced Jennifer Coile, attending on behalf of Annabel Yurutucu, Housing Officer, who was not available to attend the meeting.
CONSENT CALENDAR
Commissioner Persyn made a motion to approve the Draft Minutes of August 25, 2004 with the minor wording changes. Commissioner Seshadri seconded. Motion carried 7-0-2 abstaining (Chair Smith and Commissioners Rowan abstaining).

PUBLIC HEARINGS/GENERAL BUSINESS
1. Consolidated Annual Performance and Evaluation Report (CAPER) 2003 – 2004.
Ms. Coile presented and reviewed the Draft Consolidated Annual Performance and Evaluation Report (CAPER) 2003-2004. She reviewed the CAPER process and submittal date of September 30, 2004 to the Department of Housing and Urban Development (HUD), and asked Commissioners if they had any comments.
Commissioner Joshi questioned how the city determined the needs and requirements for Below Market Rate rental units in the city.
Ms. Coile voiced that during the development of a recent amendment to the Below Market Rate Ordinance, which took place in Fiscal Year 2002-2003, the City hired Bay Area Economics to hold stakeholder meetings and prepare a report to the City Council. The report analyzed the economic impact on developers providing differing percentages of BMR units within housing developments. The Council considered these analyses when they amended the Below Market Rate Ordinance in February 2003.
2. Discussion of proposed Public Meeting Calendar for Consolidated Plan 2005-2010 and joint HHSC and Planning Commission Meeting.
Ms. Coile presented and reviewed the proposed Public Hearing Calendar for the Consolidated Plan 2005/2010 and asked whether a joint Housing and Human Services Commission and Planning Commission public hearing is desired. She voiced that Housing Officer Yurutucu requested the Commission to review their customary meeting date in April 2005 and consider moving it to an earlier date in April in order to meet the deadline for the first City Council Public Hearing date prior to submitting the Consolidated Plan to the Department of Housing and Urban Development by May 15, 2005.
Commissioner Rowan made a motion to change the regular Housing and Human Services Commission meeting date of April 27, 2005 to April 13, 2005 for the purpose of a public hearing on the Consolidated Plan. Commissioner Tenneti seconded. Motion carried 9-0.
Some Commissioners expressed concern about holding a joint meeting with the Planning Commission, stating the public may not feel comfortable expressing their concerns and issues before the Planning Commission. Other Commissioners felt it was efficient and the two Commissions would benefit from joint discussion.
The Commissioners discussed their assumptions about the goals and agenda of the public hearing. They believed that the first half of the meeting would be devoted to comments from the public and the second half to discussion of the Consolidated Plan by the Planning Commission and Housing and Human Services Commission jointly.
The Commission suggested Monday, March 21, 2005 at 7 p.m. for a joint meeting with the Planning Commission and instructed staff to designate a location that will accommodate the public outside of City Hall and confirm with the Planning Commission.
Commissioner Rowan made a motion to have the Housing and Human Services Commission have a joint meeting with the Planning Commission on the Consolidated Planning process. Commissioner Pathak seconded. Motion carried 9-0.
3. Housing and Human Services Commission Work Plan 2005.
Ms. Coile voiced that Housing Officer Yurutucu suggested continuing this item to the next meeting so that she could work with Commissioners to develop the Plan for 2005.
The Commissioners agreed to propose this item to the next meeting.
