april 4, 2005 

The Board of Library Trustees met in regular session in Council Chambers, 650 West Olive Avenue at 7:05 p.m. with Pam Anderson presiding.

 

ROLL CALL

 

PRESENT: Pam Anderson, Jim Griffith, Thomas Flaherty, Roland Wanigatunga, Kathy Meagher

 

ABSENT:

 

STAFF PRESENT: Deborah L. Barrow, Library Director, Steve Sloan, Supervising Librarian, Sandra Barajas, Recording Secretary

 

SCHEDULED PRESENTATION: - None 

PUBLIC ANNOUNCEMENTS:

Robert Harms, Publicity Chairman for the Friends of the Sunnyvale Public Library announced that the April book sale is scheduled for Saturday, April 16 from 10 a.m. – 4 p.m. at the Raynor Center.

CONSENT CALENDAR:

 

Chair Anderson requested that items 1.A and 1.B be pulled from the Consent Calendar and considered separately.  Boardmember Meagher moved, and Boardmember Wanigatunga seconded, approval of the Consent Calendar with the exception of items 1.A and 1.B.

Boardmember Flaherty moved, and Boardmember Griffith seconded, approval of item 1.A as presented.  Motion carried unanimously 3-0 with Chair Anderson and Boardmember Wanigatunga abstaining due to their absence on March 14. 

 

 

Boardmember Griffith moved, and Boardmember Flaherty seconded, approval of item 1.B as presented.  Motion carried unanimously 3-0 with Boardmember Meagher and Boardmember Wanigatunga abstaining due to their absence on March 28.

2. Sc[i]3 Update

 

Director Barrow provided the board with a brief overview of the March 29 Council meeting.  Council approved alternative 4 and 6 which recommends temporarily continuing the operation at Sunnyvale Public Library to allow time for the Sc[i]³ Foundation and Cosgwell College to explore an alternative service model and location with the USPTO.  Director Barrow and Supervising Librarian thanked boardmembers for their support.

 

Chair Anderson opened the public hearing, and there being no public testimonies, closed the public hearing.

 

3. Draft RTC: Agreement between the City of Sunnyvale and the Friends of the Sunnyvale Public Library for 2005-2008

 

Supervising Librarian Steve Sloan provided a brief overview of the RTC.  Staff responded to boardmembers questions regarding process utilized in selecting and purchasing of items. 

 

Chair Anderson opened the public hearing, and there being no public testimonies, closed the public hearing.

 

Boardmember Griffith moved, and Boardmember Flaherty seconded, for the Board to recommend to Council Alternative #1 which approves the three year agreement between the City of Sunnyvale and the Friends of the Sunnyvale Public Library and authorizes the City Manager to enter into the Agreement by June 30, 2005.  The motion carried unanimously.

 

4. National Library Week

 

Director Barrow announced that National Library Week will begin on Sunday, April 10 through Saturday, April 16.  The Public Reception to welcome the Library Director is scheduled to be held Sunday, April 10 from 2 – 4 p.m. in the library main hall area.  Boardmembers and Library staff will inform library customers of new library resources and services.  Boardmembers have signed up for two-hour time slots during the week.

5. Legislative Issues Discussion

 

Director Barrow announced that Library Legislation Day is scheduled for Wednesday, April 20 in Sacramento.  She provided boardmembers with information regarding the Public Library Foundation, Transaction-Based-Reimbursement, 2006 Library Bond issue, and the Patriot Act which may be discussed with Legislators on April 20.

NON-AGENDA ITEMS AND COMMENTS

 

  • BOARDMEMBER ORAL COMMENTS

Boardmember Flaherty inquired about the FY 2005/2006 Budget Process.

  • STAFF ORAL COMMENTS

Director Barrow noted the following:

§         Periods eight and nine recorded its highest revenue to-date for feature film DVD/Video rentals, both in the mid $10,000.  It is estimated that the feature film fees will generate up to $120,000 in revenue.  Due to the expected shortfall of the $300,000 projection, library staff will be charged to find a way to balance the budget.

§         The new library automation system is scheduled to go ‘live’ on Monday, June 13.

§         The easy reader non-fiction, juvenile non-fiction, adult books on cd, music cds, non-feature dvds, and teen non-fiction collection achieved their highest circulation ever during period 8.

§         Library attendance is tracking about 12-13% lower and overall circulation is trending towards a 10-15% decline from FY 03/04.

§         Sunnyvale Library officially launched Overdrive, downloadable audio and text ebooks, on Tuesday, February 22.

§         The Library will participate in the Earth Day Celebration on Friday, April 22.  The festival will be held downtown Sunnyvale at the Plaza del Sol from 10 a.m. – 2 p.m.  The festival is open to the general public and will include children’s entertainment and arts and crafts.

§         Staff is currently compiling a wish list for the Friends of the Library.  The Friends have authorized $50,000 for this year.

§         The library parking lot is scheduled for a slurry seal on Sunday, April 17 and Sunday, April 24.

§         The City is conducting its spring recruitment for 23 seats on various boards and commissions.  An information meeting is scheduled for Thursday, April 7.  Application deadline is Friday, May 20.  Interviews are scheduled for Wednesday, June 8 and Wednesday, June 15.  Appointments will be made on Tuesday, June 21.

§         Sunnyvale’s Volunteer Reception will be held on Tuesday, April 19 from 5 – 6:30 p.m. at the Sunnyvale Senior Center, Orchard Pavilion.

§         Program flyers and announcements were distributed.
