Regular Meeting April 5, 2004 - 7:00 p.m.
MINUTES

 

1.

CALL TO ORDER:

The meeting was called to Chairperson Bill Soby at 7:05 p.m.  The following members answered roll call: Tom Flaherty, Pam Anderson, Roland Wanigatunga and Robert Harms.  Staff members present: Director of Libraries Victoria Johnson and Recording Secretary Sandra Barajas. Bill Soby moved to excuse Roland Wanigatunga and Robert Harms absence of the March 17, 2004 Board of Library Trustees meeting; seconded by Tom Flaherty; motion carried unanimously. 

 

 

2.

AGENDA APPROVAL:

Robert Harms moved to approve the agenda as presented; seconded by Pam Anderson; motion carried unanimously.

 

 

3.

APPROVAL OF MINUTES OF 3/17/04 MEETING:

Pam Anderson moved to approve the minutes as presented; seconded by Tom Flaherty; motion carried unanimously.  Robert Harms and Roland Wanigatunga abstained due to their absence of the 03/17/04 meeting.

PUBLIC INPUT: None

 

5.

NEW BUSINESS:

 

a.

RTC: Permission to Apply for Human Rights Video Grant:

Director Johnson reviewed Draft RTC: Permission to Apply for Human Rights Video Grant with the Board.  The RTC will be presented to City Council at their April 20 Council meeting.  Boardmember Harms inquired on the amount of interest by library patron on the topics included in the collection.  Boardmember Harms gave a brief overview of video titles.  Tom Flaherty moved to recommend RTC: Permission to Apply for Human Rights Video Grant to City Council; seconded by Roland Wanigatunga; motion carried unanimously.

 

b.

Board Suggestion for Public Library Foundation Expenditures:

Director Johnson presented an overview of the state-funded grant for public libraries.  The Public Library Foundation (PLF) grant funds for fiscal year 03/04 to the Sunnyvale Public Library are $59,517.  In the near future, the board will be presented with a draft RTC regarding reallocating funds in the PLF grant.

 

After brief discussion, boardmembers suggested the following items as PLF expenditures:

·         Children’s materials/programs

·         Library programs.

 

6.

WORK STUDY PROGRAM:

 

a.

National Library Week:

National Library Week will begin on April 18 through April 24.  In celebration of National Library Week, boardmembers will be greeting patrons as they enter the library with cookies.  Library users will also have the opportunity to share how the library has touched their lives.  Boardmembers have signed up for two-hour time slots during the week.

 

 

 

 

b.

Legislative Day, Sacramento – April 21

The California Library Association (CLA) and the California School Library Association sponsors the annual Library Legislative Day which brings library issues to the attention of State representatives and the Governor.  Library Legislative Day is scheduled for Wednesday April 21 in Sacramento, CA.  On that day, public, school, academic and special librarians, along with Commissioners, Trustees, Friends and other library supporters, will deliver the library message to their representatives.  Since boardmembers are not able to attend Legislative Day, Director Johnson suggested that they monitor the issues on the CLA website and write letters in support of the legislative issues as appropriate.

OLD BUSINESS:

 

a.

Library Advocacy:

Chairperson Soby opened the discussion for ideas/suggestions regarding library advocacy support from library users.  The Board agreed that it is valuable to have an independent group of residents who are supportive of library issues and willing to speak out when necessary.  The Board will continue to consider advocacy and recognize that development of an advocacy group could not be the work of staff or the Board.

SVLS (Silicon Valley Library System) REPORT: None.

CHAIRPERSON’S REPORT: None.

 

 

10.

DIRECTOR’S REPORT:

 

Director Johnson noted the following:

On March 2nd, Santa Clara County’s Measure B, won 61.17% of the votes, falling short of the two-thirds needed to be passed.  County libraries are now faced with making severe budget cuts.  They are considering closing libraries one or two days a week including on weekends, reducing their collection budget by three quarters of a million dollars, and suspending services such as children’s storytimes.  It’s likely that these budget cuts will have an impact on the Sunnyvale Library

The Library received a $1.00 donation from library users William Gadd and Matthew Harrison (both four years old).   A thank you letter has been sent to the boys and an article acknowledging their donation will be featured in the May/June Between the Lines Newsletter.

The Friends of the Library held another successful book sale on March 27th at Raynor Center.  The Friends earned over $8,000.

 

-

Interim City Manager Amy Chan and Sunnyvale City Council members Julia

 

 

Miller and Otto Lee met with Jon Dudas, Acting Director of the United States Patent and Trademark Office and Kay Melvin, Executive for Customer Information Services on March 8th at the PTO’s offices in Crystal City, Virginia.  They discussed waiving the Partnership Subscription fee of $30,000.  The PTO requested information on Sc[i]³’s financial situation.  It is expected that Council will provide policy direction with regard to Sc[i]³ at the April 17th service review meeting.

Librarian Linda Cooper participated in an ESL Outreach event at the Sunnyvale Middle School on March 6th.  She spoke to about 60 students and their parents, emphasizing the services and resources provided by the library which might be of interest to them

Effective April 1st, Kevin Starr has retired from the position of State Librarian of California.  He was the seventh State Librarian of California since 1900.  Governor Schwarzenegger named him ‘State Librarian Emeritus.’  He will devote himself full-time to teaching at USC and his writing.

Mark your calendars!  On Tuesday, April 20th, Volunteer Services will hold a reception in honor of the City’s volunteers at the Sunnyvale Senior Center.  Registration begins at 5:15 pm, the reception at 5:30 pm and recognition and awards at 6 pm.  The Board is encouraged to attend to interact with the library volunteers and acknowledge their impressive donation of time and energy.  In 2003, 97 volunteers gave 6,777 hours of time to the library!  Board members are recognized annually through a separate event organized by the City Manager’s Office.

The Library Issues Breakfast is scheduled for Saturday, April 24 at the Stanford Park Hotel.  The event will take place from 8:30 a.m. to 11:00 a.m.  The guest speaker will be Assemblymember Joe Simitian.

The Health and Safety Fair will be held on Saturday, May 22nd at the Columbia Neighborhood Center.  The Library will have an information table at the event, and Librarian Beth Nord will tell stories to children.

 

-

National Library Week Feedback is scheduled for the May 3rd Board of Library Trustees meeting.

 

-

Program flyers, articles and announcements were distributed.

 

11.

BOARD INPUT:

Robert Harms thanked boardmembers Anderson, Flaherty and Soby for their work on the subcommittee and presentation to City Council on Saturday, March 20 in support of library services during the Service Review Worksheet meeting.

 

Pam Anderson presented a brief overview of the California Association Library Trustees and Commissioners (CALTAC) workshop on “Visibility, Advocacy, and 21st Century Library Service” which was held at the Dr. Martin Luther King Library in San Jose on March 13.

AGENDA BUILDING: As requested by Chairperson Soby, agenda item “Library Advocacy" will be added as old business to the May 3 board agenda.
