The Parks and Recreation Commission adjourned from 6:30 p.m. Study Session regarding “Parks and Recreation Commission Meeting Frequency” held in the West Conference Room, and met in regular session in the City Council Chambers, 456 West Olive Avenue, Sunnyvale, CA, at 7 p.m. with Chair Arnett presiding.

STUDY SESSION

The Parks and Recreation Commission met in a Study Session regarding “Parks and Recreation Commission Meeting Frequency” in the West Conference Room of City Hall, 456 West Olive Avenue, Sunnyvale, CA on October 13, 2004, from 6:30 - 7 p.m.

 

CONSENT CALENDAR

 

1.A. Approval of Draft Minutes (Regular Meeting of September 22, 2004)

 

Vice Chair Pole moved, Commissioner Locke seconded, to approve the September 22, 2004, Parks and Recreation Commission minutes.

 

Motion Carried Unanimously 4-0

Lawson abstained (absent 9/22/04)

Chair Arnett opened the meeting for Public Appearances. There were none and the Public Appearances were closed.

2. Ranking of 2005 Study Issues

 

A.

Update of Recreation Sub-Element and Open Space Sub-Element (continuing for 2005)

B.

Potential Open Space Sports Field at Peterson Middle School Site (deferred for 2004)

C.

Exploration of Youth and Senior Participation in Recreation Programs and Activities (new for 2005)

D.

Consider Hosting the California Senior Games (deferred for 2004)

E.

Explore the Costs and Benefits of Declaring the Second Saturday in August as "Family Day" and Open Recreation Facilities to the Entire Community. (new for 2005)

F.

Feasibility of Developing Community Gardens for Use by Sunnyvale Residents (new for 2005)

G.

Consider Development of "Central Nursery" Pilot Project (new for 2005)

H.

Explore Options for Reopening the Creative Arts Center Gallery (new for 2005)

Ms. Merrill briefly summarized the study issue process. Director Walker and Ms. Merrill provided an overview of the proposed study issues and reviewed key elements, relationships to the General Plan or existing City policy, origin of issue, Commission ranking/comments for previous years, estimated work hours, expected participation involved in the study issue process, potential fiscal impact, and staff recommendations. Discussion followed and Commissioners’ questions were answered to ensure understanding of the intent of each issue.

 

Chair Arnett opened the Public Hearing. There were no appearances and the Public Hearing was closed.

 

Chair Arnett opened the floor for motions to drop any of the proposed Study Issues. 

 

Vice Chair Pole moved, Commissioner Lawson seconded, to recommend to City Council that the following Study Issue be dropped:

B.  Potential Open Space Sports Field at Peterson Middle School Site (deferred for 2004)

Motion Passed 3 – 2

Ayes: Pole, Lawson, Chuck

Noes: Arnett, Locke

 

 

Chair Arnett moved, Commissioner Chuck seconded, to recommend to City Council that the following Study Issue be dropped:

G.  Consider Development of "Central Nursery" Pilot Project (new for 2005)

Motion Carried Unanimously 5-0

 

 

Commissioner Lawson moved to recommend to City Council that the following Study Issue be dropped:

E.  Explore the Costs and Benefits of Declaring the Second Saturday in August as "Family Day" and Open Recreation Facilities to the Entire Community. (new for 2005)

Commissioner Lawson moved, Chair Arnett seconded, to recommend to City Council that the following Study Issue be dropped:

Chair Arnett opened the floor for motions to defer Study Issues.

 

Commissioner Locke moved, Commissioner Pole seconded, to recommend to City Council that the following Study Issue be deferred:

C.  Exploration of Youth and Senior Participation in Recreation Programs and Activities (new for 2005)

Motion Carried Unanimously 5 - 0

 

Commissioner Lawson noted that he voted in favor of the above motion and wanted the minutes to reflect that he thinks the scope of the study issue is too broad given the budgetary constraints currently facing the City. 

 

Commissioner Locke moved, Commissioner Lawson seconded, to recommend to City Council that the following Study Issue be deferred:

D.  Consider Hosting the California Senior Games (deferred for 2004)

Commissioner Lawson noted that he voted in favor of the motion to defer “Explore the Costs and Benefits of Declaring the Second Saturday in August as Family Day and Open Recreation Facilities to the Entire Community” and wanted the minutes to reflect that he feels that the continuing Study Issue “Update of Recreation and Open Space Sub-Elements” will put the City in a better position to know the impacts and priorities for new programs.

 

Commissioner Locke moved, Commissioner Lawson seconded, to recommend to City Council that the following Study Issue be deferred:

F.  Feasibility of Developing Community Gardens for Use by Sunnyvale Residents (new for 2005)

Motion Passed 4 – 1

The meeting was reconvened after a three-minute recess.

 

Chair Arnett opened the floor for ranking of the remaining Study Issues.

 

H.

Explore Options for Reopening the Creative Arts Center Gallery (new for 2005)

I.

Consider New Policies to Reduce or Waive Fees for Community Use of City Recreation Building for Specific Types of Events (new for 2005)

K.

Develop Exclusive Use Permit Policies for Sunnyvale Parks and Open Spaces (new for 2005)

 

Discussion followed. Commissioners then had an opportunity to speak to the remaining issues to be ranked and discussed merits and priorities.

 

Commissioner Lawson moved, Commissioner Chuck seconded, to amend Study Issue H. Explore Options for Reopening the Creative Arts Center Gallery (new for 2005) and to change the scope from re-opening as a gallery to re-opening the space for public use. Commissioner Lawson clarified that he would like to modify the study issue to eliminate any alternatives that are beyond using the space for anything other than what would be done for any group reserving a facility.

Motion Carried Unanimously 5 - 0

 

Director Walker suggested that the Commissioners rank the existing study issue paper regarding the reopening of the Creative Arts Center Gallery as originally stated (Item H.) and also rank it with the modifications as proposed above (Item H. “As Amended”).

 

Chair Arnett reopened the process to drop or defer study issues with the new modified study issue identified as Item H. “As Amended.” There were no motions to drop or defer Item H. “As Amended.”

 

Commissioners ranked the remaining study issues individually. The meeting was reconvened after a three-minute recess while Ms. Merrill calculated the results of the ranking and the following information indicates the action taken by the Commissioners.

Commissioner Lawson moved, Vice Chair Pole seconded, to accept the Commission’s revised ranking of the proposed 2005 Council Study Issue items as noted below:
