PUBLIC ANNOUNCEMENTS

STUDY SESSION

The Parks and Recreation Commission will meet in the Council Chambers immediately following this meeting for a Study Session regarding “Update on the Recreation and Open Space Sub-Elements.”

CONSENT CALENDAR

 

1.A. Approval of Draft Minutes (Regular Meeting of October 13, 2004)

Commissioner Locke moved, Vice Chair Pole seconded, to approve the revised October 13, 2004, Parks and Recreation Commission minutes.

 

Staff pointed out that page 8 of the draft minutes needed correction and a revised copy was handed out to the Commissioners. Commissioners noted additional corrections and requested that the minutes show their initial ranking of the study issues before the tie breaker vote. Ms. Merrill agreed to provide an additional page showing the first steps in the Study Issue ranking process.

 

Motion Failed 0 – 5

Revisions to October 13, 2004, minutes:

Chair Arnett noted (on top of page 6) that Commission Locke (not Commission Lawson) moved to hold a tie breaker vote on Study Issue H - Explore Options for Reopening the Creative Arts Center Gallery As Amended and Study Issue K – Develop Exclusive Use Permit Policies for Sunnyvale Parks and Open Spaces

Commissioners requested that the minutes show their initial ranking of the study issues before the tie breaker vote. 

Commissioner Lawson moved, Commissioner Locke seconded, to bring the revised October 13, 2004, meeting minutes back to the Commission for approval at the next meeting.

 

Motion Passed 5 – 0

CITIZENS TO BE HEARD

 

Chair Arnett opened the meeting for Public Appearances. There were none and the Public Appearances were closed.

 

PUBLIC HEARINGS/GENERAL BUSINESS

 

2. Changing Start Times of Parks and Recreation Commission Meetings

 

Ms. Merrill said there was no staff report.

 

Chair Arnett opened the Public Hearing. There were no appearances and the Public Hearing was closed. 

Chair Arnett moved, Commissioner Lawson seconded, to change the start time of the Parks and Recreation Commission meetings to 7:30 p.m.

 

Commissioner Lawson noted that the meeting length seems to expand to take up the time available. By starting later, there would be more time available before the meetings for the Commissions to have dinner and for study sessions.

 

Motion Passed 5 – 0

NON-AGENDA ITEMS AND COMMENTS

  • BOARDMEMBERS OR COMMISSIONERS ORAL COMMENTS

Vice Chair Pole commented regarding a letter written to The Sunnyvale Sun in which the author criticized the Plaza Del Sol design. Vice Chair Pole asked staff what would make the Plaza Del Sol more pleasing, noting that the plaza’s Phase I was complete and inquired about the status of Phase II. Director Walker indicated that Phase II was on hold pending funding. If the Commission believes that Phase I and Phase II are inadequate, the study issue process is one way to go. Director Walker also reminded the Commission of its opportunity to recommend capital improvement projects to the Council each year during the budget process. Commissioner Lawson feels it is premature to do so since plants are new, etc., but he would like a copy of the article referenced by Vice Chair Pole. Vice Chair Pole said the article was included in the October 13 Commission packet. Director Walker said the Commission could request a study session for staff to update them on the status of Phase II.

Commissioner Locke moved, Commissioner Chuck seconded, to adjourn the meeting at 7:20 p.m.

 ADJOURNMENT 7:20 p.m.

 

The Parks and Recreation Commission adjourned from its regular meeting and reconvened for a Study Session regarding “Update on the Recreation and Open Space Sub-Elements” held in the Council Chambers, 456 West Olive Avenue, Sunnyvale, CA, with Chair Arnett presiding.
