The Sunnyvale Parks and Recreation Commission met in regular session in the Council Chambers, 456 W. Olive Avenue, Sunnyvale, CA at 7 p.m. with Chairperson Kinder presiding.

CONSENT CALENDAR

 

1.A.  Approval of Draft Minutes from Regular Meeting of November 8, 2006.

 

MOTION:  Commissioner Oliver moved, Commissioner Harms seconded, to approve the minutes from the regular meeting of November 8, 2006.

 

VOTE:  Passed 3-0 (Chuck and Lawson absent).

PUBLIC HEARINGS/GENERAL BUSINESS

 

2. Draft RTC – Proposal to Host the Bay Area Senior Games Table Tennis Competition in Sunnyvale and Approval of Budget Modification No. 28 (Council Action 1/9/07)

 

John Lawrence, Recreation Supervisor, presented the staff report.

 

Chairperson Kinder asked if the monies requested in the budget modification include the cost of staff time spent to date. Staff responded that it did not; the previous report on the senior games was a study issue and hours were planned. To date, only unplanned hours that are covered in the operating budget have been spent on this report.

 

Staff responded to Commissioners that the cost for use of a truck to move table tennis tables was provided by the Public Works Department.

 

Chairperson Kinder opened the Public Hearing for comments. There were no appearances and the Public Hearing was closed.

 

MOTION: Chairperson Kinder moved, Commission Harms seconded, to recommend that City Council accept staff’s recommendation, Alternatives 1, 2, and 3.

1.      City Council approve the request from the Bay Area Senior Games organization to provide the Indoor Sports Center for the table tennis competition on March 11, 2007 and to provide transportation of the table tennis tables to and from the Indoor Sports Center at no cost to the Bay Area Senior Games organization.

2.      City Council approve Budget Modification No. 28 in the amount of $1,185 for FY 2006/2007 representing a transfer from the General Fund to the Community Recreation Fund to cover the cost and loss of revenue associated with increasing the service level to provide the venue for the 2007 Bay Area Senior Games Table Tennis Competition.

3.      Approve an increase in the amount of $1,185 beginning in FY 2007/2008 to the General Fund subsidy to the Community Recreation Fund to cover the cost and loss of revenue associated with increasing the service level to provide the venue for table tennis at the annual Senior Games held in the Bay Area.

 

VOTE:  Passed 3-0 (Chuck and Lawson absent).

 


3. Draft RTC – Recreation Division Report (7/1- 9/23/06). Comments on Content and Format

 

Director Lewis stated that this type of informational report will be provided on a quarterly basis. He said that Nancy Bolgard Steward, Superintendent of Recreation, is not available to respond to Commissioners’ questions at this meeting; however, if there are specific questions, a response will be provided at a later date.

 

Commissioner Oliver asked why there was little information on senior activities. Director Lewis responded that the headings in the report are part of Recreation Division’s mission, and the intent is to not cover all programs and activities but to highlight a variety of activities under each area. In future reports, staff would also look to address park and golf programs.

 

Commissioner Harms asked why Parks and Recreation Department would be interested in “Library of the Future” since there is a Library Board of Trustees. Director Lewis responded that departments are encouraged to partner with each other. Parks and Recreation and Library programs tend to cross over and staff wants to be sure to work together and not complete with each other.

 

Commissioner Oliver said he realizes staff is working toward the mission statements and does not expect a duplication of the Activity Guide for senior programs. He expressed appreciation for the report as it is and would like to see a report with items of interest from the Parks Division.

 

Commissioner Kinder noted there were no other questions and would like to wait until Recreation Superintendent Steward can attend the meeting when the next Recreation Division report is presented to respond to specific questions.

 

NON-AGENDA ITEMS AND COMMENTS

 

COMMISSION

 

Commissioner Harms noted that the Mountain View Parks and Recreation Director recently visited the Sunnyvale Senior Center and commented favorably on the Fitness Center.

 

Commissioner Oliver stated his attendance at the Council study issues public hearing was a learning experience for him. He recommended that a Commissioner only represent the Commission at a Council meeting when the Commissioner was present at the Commission meeting at which the recommendation was made as Councilmembers asked questions that he could not answer. Vice Chairperson Kinder and Commissioner Harms thanked Commissioner Oliver for attending the Council meeting since other Commissioners were unable to attend.

 

Chairperson Kinder asked if the response to Councilmembers’ questions would have been in the Commission minutes. Director Lewis explained how the Commissioners had 18 study issues to rank and may not have spent much time discussing those proposed to be dropped or deferred. Assistant to the Director Merrill added that the Commission minutes are closer to “action minutes” and would not include the details of all the discussion.

 

Chairperson Kinder, with the consensus of the Commissioners, said it is not necessary to attend the Council meeting to give the Commission’s recommendation on RTC titled Proposal to Host the 2007 Bay Area Senior Games Table Tennis Competition in Sunnyvale and Approval of Budget Modification No. 28.

 

Chairperson Kinder asked if the Commissioners could be involved in more note-worthy reports and recommendations and asked what items of interest are coming up in the near future on the agenda. Director Lewis explained that it is a slow time of year; 2006 study issues are completed and new ones are not yet identified.

 

Commissioner Harms said Friends of the Library are inquiring about the status of the Raynor Activity Center Study Issue. Director Lewis responded that Council will rank the study issues at the December 15 Study Issues Workshop and results will be posted on the City’s web site.

 

STAFF

Assistant to the Director Merrill distributed copies of the Information Only Report to Council: Update on the Senior Lunch Program. This item will go to Council on December 19.
