COMMISSION MEETING
The Parks and Recreation Commission met in regular session in the City Council Chambers, 456 West Olive Avenue, Sunnyvale, CA, at 7 p.m. with Chair Arnett presiding.
Call to Order
Chair Arnett called the meeting to order at 7 p.m.

Approval of minutes
Commissioner DeWolf moved, Commissioner Manfrey seconded, to approve the February 25, 2004, Parks and Recreation Commission meeting minutes.
Vice Chair Pole requested that the minutes be amended to reflect the outcome of City Council action on Reports to Council.
Motion carried unanimously
Public Appearances
Chair Arnett opened the meeting for Public Appearances. There were none and the Public Appearances were closed.
General business
1. Service Reviews for Parks and Recreation Department
Director Walker presented the staff report for RTC 04-088 Consideration of the Process to be used for the City Council Review and Prioritization of City Services. Director Walker reviewed the five-step suggested process that Council may use in reviewing and prioritizing City services. He then gave a brief overview of each service provided by the Parks and Recreation Department. Commissioners had an opportunity for comments and clarifying questions were answered by staff.
Chair Arnett opened the Public Hearing. There were no appearances and the Public Hearing was closed.
Chair Arnett opened the floor for suggested new services, potential service deletions, or adjustments to service levels for existing services in the Parks and Recreation Department.
Commissioner Pole moved to recommend that Council consider an additional 10% to 15% reduction (in addition to the reduction already mandated by Council for FY 04/05) in Baylands Park Services No. 1 through No. 7, leaving No. 8 Service intact.
Motion failed for lack of a second
Commissioner Pole moved, Chair Arnett seconded, to recommend that Council consider an additional 10% to 15% reduction (in addition to the reduction already mandated by Council for FY 04/05) in Baylands Park Services No. 1 through No. 7, leaving No. 8 Service intact.
Chair Arnett seconded the motion for the sake of discussion.
Commissioner Pole said he would rather see one specific area targeted, such as Baylands, rather than cutting bits and pieces from the Parks and Recreation Department.
Director Walker clarified that Council has already mandated a reduction in services at Baylands Park for FY 04/05.
Commissioners Lawson and Manfrey said it was premature at this time to further reduce any services. They said Commissioners should wait until the preliminary, unbalanced budget is presented for possible further discussion and prioritization of services.
Motion failed 4-1

Commissioner Lawson moved, Commissioner Pole seconded, to recommend that City Council accept staff’s recommendation, Alternative No. 1.A.
Alternative No. 1.A. Use the five-step process described in Report to Council 04-088 to assign City services to one of five service ranking categories as part of the process to prioritize the services that the City makes available to residents, businesses, and other customer groups.
Motion carried unanimously
Commissioner Lawson moved, Commissioner DeWolf seconded, to advise City Council that the Parks and Recreation Commission reviewed each of the Parks and Recreation Service Review Worksheets and has no recommendation at this time to add new services or delete existing services for the Parks and Recreation Department.

City Council Update (March 2, 2004)
Director Walker said there was a second reading of the Fremont Pool parking ordinance and now the change to the Sunnyvale Municipal Code can go forward. Ordinance No. 2746-04 An Ordinance of the City Council of the City of Sunnyvale Amending Section 10.16.040 of the Sunnyvale Municipal Code related to Parking on City Property.

Commissioner Comments
Commissioner DeWolf said she volunteered to work at the blood pressure clinic at the Health & Safety Fair on May 22, 2004, at the Columbia Neighborhood Center.
Vice Chair Pole requested an update on the Senior Center volunteer statistics.
Commissioner Lawson said he would be late for the May 26, 2004, Commission meeting due to another commitment.
Chair Arnett thanked staff for their work on the Service Reviews and thanked the Commissioners for reviewing them. Since no Commissioner would be available to present the Commission’s recommendation on the Parks and Recreation Service Reviews to Council on March 13, 2004, Chair Arnett asked staff to prepare a memo to Council stating their recommendation.
Commissioners Lawson and Manfrey said they found the Commission Calendar very helpful.
Vice Chair Pole reminded the Commissioners about the Jan Young court-naming event on March 13, 2004, at the Tennis Center.
Staff Comments
Ms. Merrill reminded the Commissioners of the continuation of the review of current policies for youth rates for recreation programs and activities, which would start after the Commission meeting.
Ms. Merrill also reminded the Commissioners of the March 17, 2004, Joint Study Session with the Parks & Recreation and Arts Commissions, Develop Process to Solicit and Award Grants from Dorolou Swirsky Youth Opportunities Fund.
Vice Chair Pole moved, Commissioner Manfrey seconded, to adjourn the meeting.

Adjournment – 8:40 p.m.
The Parks and Recreation Commission adjourned at 8:40 p.m. from the regular Parks and Recreation Commission meeting and met in Joint Study Session with the Arts Commission to Review Current Policies for Youth Rates for Recreation Programs and Activities (Part II) in the City Council Chambers.
