2004-0977 – WinMart [Applicant] Armanini Albert L Trustee & Et Al [Owner]: Application for a Special Development Permit on a 1.9-acre site to allow liquor service in a existing banquet facility. The project is located at 833 West El Camino Real Suite #1 in a C-2/PD (Highway Business/Planned Development) Zoning District. In attendance: Alex Birmoun, Applicant; Karapet Grigorian; Gerri Caruso, Administrative Hearing Officer; Jamie McLeod, Project Planner; and, Gloria Barron, Recording Secretary.
Ms. Gerri Caruso, Administrative Hearing Officer, on behalf of the Director of Community Development, explained the format that would be observed during the public hearing.
Ms. Caruso announced the subject application.
Jamie McLeod, Project Planner, presented the staff report. She summarized the subject application highlighting parking and noise issues. Staff noted that the Conditions of Approval were revised to reflect approval of the project due to mitigation action taken by the applicant. Staff recommended approval of the Special Development Permit subject to the Conditions of Approval recommended by staff.
Ms. Caruso opened the public hearing.
Alex Birman, Applicant, stated that he received and reviewed a copy of the staff report. He agreed to the Conditions of Approval recommended by staff.
Ms. Caruso closed the public hearing.
Ms. Caruso approved the Special Development Permit as recommended by staff with the revised Conditions of Approval in the staff report.
Ms. Caruso stated that the decision is final unless appealed to the Planning Commission with payment of the appeal fee within the 15-day appeal period.
The meeting was adjourned at 2:06 p.m.
