2004-0217 - Howard Krawetz [Applicant] Lockheed Missiles & Space Co., Inc. [Owner]: Application for a Use Permit on a 7.5 acre site to allow a monthly flea market. The project is located at 1111 Lockheed Way (between 9th and 11th Streets) in an M-3 (General Industrial) Zoning District. (APN: 110-01-025) EW
In attendance: Howard Krawetz, Applicant; Howard Takaoka; Gerri Caruso, Administrative Hearing Officer; Erin Walters, Project Planner; and, Gloria Barron, Recording Secretary.
Ms. Gerri Caruso, Administrative Hearing Officer, on behalf of the Director of Community Development, explained the format that would be observed during the public hearing.
Ms. Caruso announced the subject application.
Erin Walters, Project Planner, presented the staff report. She summarized the subject application and recommended approval of the Use Permit subject to the Conditions of Approval recommended by staff.
Ms. Caruso opened the public hearing.
Howard Krawetz, Applicant, stated that he reviewed a copy of the staff report. He then referred to Condition of Approval #3 and stated that he would like to have some portable signs showing people which direction the flea market is located. Ms Caruso stated that temporary signs are permitted but would have to be filed under a separate application. She also noted that the signs would have to comply with street regulations and she suggested speaking to the Traffic Division. Mr. Krawetz then referred to Condition of Approval #4 and stated that some sellers carry portable generators but make every effort to ensure that all cords are protected to avoid people from tripping. Ms. Caruso stated that the Building Division has codes and guidelines which need to be met and asked Mr. Krawetz to work with the Building Division.
Howard Takaoka asked if Condition #4 could be rephrased to state that they need to consult with the Building Division and Fire Prevention Division regarding electrical equipment as may be required. He then referred to Condition #3 and sated that he did not think they would need signs. Ms. Caruso asked Mr. Takaoka to speak with the Planning Division if they decided to use signs.
Ms. Caruso closed the public hearing.
Ms. Caruso approved the Use Permit with the Findings provided by staff with a modification to Condition of Approval #4 to state that the applicant shall consult with the Building Division and Fire Prevention Division prior to commencement of the use regarding on site safety and secure any permits necessary deemed to be required by the divisions.
Ms. Caruso stated that the decision is final unless appealed during the 15-day appeal period.
