MINUTES

Wednesday, November 24, 2004

 

 

2004-0846 – The Music Place Inc. and Glad Tidings Christian Chinese Mission [Applicant] Sang y Hahn [Owner]: Application for a Special Development Permit on a 26,136 square-foot site to allow a place of assembly and a music school in an existing office building.  The property is located at 205 South Mathilda Avenue in a DSP-16 (Downtown Specific Plan/Block 16) Zoning District.  (APN: 165-13-059) AM

 

In attendance:  Samuel Tsai, Applicant; Janice Morris; Mike Morris; Gerri Caruso, Administrative Hearing Officer; Andrew Miner, Project Planner; and, Gloria Barron, Recording Secretary. 

 

Ms. Gerri Caruso, Administrative Hearing Officer, on behalf of the Director of Community Development, explained the format that would be observed during the public hearing.

 

Ms. Caruso announced the subject application.

 

Andrew Miner, Project Planner, on behalf of Steve Lynch, presented the staff report.    Staff did not receive any phone calls or letters regarding the project.  Staff recommended approval of the Special Development Permit subject to the Conditions of Approval recommended by staff. 

 

Ms. Caruso opened the public hearing.

 

Samuel Tsai, Applicant, did not express any concerns and agreed with the Conditions of Approval. 

 

Janice Morris clarified the hours of operation for the church and music school.  She then referred to the parking spaces and noted that only about 10 to 11 spaces are used at one time.  She added that many of the attendees are senior citizens which tend to use public transportation.  Ms. Morris agreed to the two-year review of the Special Development Permit. 

 

Mike Morris stated that the proposal seemed very fair and reasonable.  He was in support of the application. 

 

Ms. Caruso closed the public hearing.

 

Ms. Caruso approved the Special Development Permit with the Findings provided by staff and with the Conditions of Approval as recommended by staff.  She allowed the applicants to exercise flexibility with the music school schedule and noted that parking should not exceed the recommended parking spaces. 

 

Ms. Caruso stated that the decision is final unless appealed to the Planning Commission with payment of the appeal fee within the 15-day appeal period. 

 

The meeting was adjourned at 2:10 p.m.
