MINUTES
Wednesday, June 16, 2004
2004-0346 – Metro PCS [Applicant] Central California Conference Association of the Seventh Day Adventist Church [Owner]: Application for a Use Permit on a 2.4-acre site to allow three roof-mounted antennas within a new steeple and associated ground equipment. The property is located at 653 West Fremont Avenue in an R-1(Low-Density Residential) Zoning District. (APN: 202-06-003) KD
In attendance: Jennifer Estes, Applicant; Gerri Caruso, Administrative Hearing Officer; Kelly Diekmann, Project Planner; and, Gloria Barron, Recording Secretary.
Ms. Gerri Caruso, Administrative Hearing Officer, on behalf of the Director of Community Development, explained the format that would be observed during the public hearing.
Ms. Caruso announced the subject application.
Kelly Diekmann, Project Planner, presented the staff report. He noted that plans with different dimensions were submitted reflecting changes to the overall height and steeple dimensions. He stated that the location for setbacks was correct and the steeple will remain in the location shown in the picture. Staff suggested revising Condition of Approval #5 to state the appropriate dimension of the steeple. Staff noted that two years ago a wireless facility was approved for the site but the permit expired and the subject application would be considered as a new and single user for the site.
Ms. Caruso opened the public hearing.
Jennifer Estes, Applicant, apologized for the confusion on the original drawings. She clarified that the steeple height would be 22 feet 5 inches and the height of the church is 31 feet high which matches the perspective of the building. Ms. Estes submitted a corrected set of drawings dated May 13, 2004 to the Administrative Hearing Officer for review. Ms. Estes stated that Hammett & Edison Inc. completed the Electric Magnetic Frequency report and not Diamond Services as indicated in the report.
No one else was present to speak on the item.
Ms. Caruso closed the public hearing.
Ms. Caruso approved the Use Permit with the Findings provided by staff subject to the revised drawings submitted and with the Conditions of Approval recommended by staff with a revision to Conditions of Approval #5 to state that the maximum height of the steeple will be as shown in the revised plans dated May 13, 2004.
Ms. Caruso stated that the decision is final unless appealed during the 15-day appeal period.
