PLANNING COMMISSION APPROVED MINUTES OF 04/12/04
2000-0523- City of Sunnyvale – Adoption of the Moffett Park Specific Plan and associated amendments to the Zoning Ordinance including creation of Chapter 19.29 Moffett Park Specific Plan (Environmental Impact Report was certified November 11,2003) KDI (Continued from March 8, 2004)
Kelly Diekmann, Project Planner, presented the staff report. He summarized the evolution and the purpose Moffett Park Specific plan noting that it is a 20-year planning horizon, encouraging diversification of the economic base, increasing the inventory of Class A office space, providing strategic opportunities for expansion and retention of existing businesses and attracting businesses appropriate to Sunnyvale. The Specific Plan also provides Smart growth attributes such as using lightrail and attracting other forms of transit. He noted that land use designations were approved in November and the Final EIR was certified. He further noted that the adoption of the Plan is the second step in fulfilling the vision of the Moffett Park Specific Plan. He reported that the Specific Plan contained substantive changes from the first document, was reorganized, new development standards and green building requirements were added. He further noted that the Specific Plan allows flexibility with some alternatives to Green Buildings for businesses that are not able to meet the standards and will be subject to Planning Commission review.
Ms. Ryan noted that the Commission received the Specific Plan and that the ordinance was not attached in the staff report. As such, she noted three possible actions: 1) direct staff to prepare the zoning documents consistent with the Draft Specific Plan if adoption of Moffett Park Specific Plan is being recommended to City Council; 2) continue the discussion of the ordinance component and take action on the adoption of the Specific Plan and bring the zoning ordinance to the April 26 Planning Commission meeting for discussion or Council consideration two weeks later, or 3) continue the discussion of the ordinance to April 26 and City Council will receive the Planning Commission comments and recommendation orally on April 27.
Staff also noted that a letter from Berg and Berg Enterprises and a letter of support from Network Appliance were distributed to the Commission at the beginning of the meeting.

Chair Babcock commented that no question of staff is an indication that this study issue has been through a long process and that questions have been addressed during the process.
Vice Chair Moylan made a motion on Item #2000-0523 to recommend to City Council adoption of the Moffett Park Specific Plan and to return to Planning Commission with the zoning ordinance on April 26, 2004 for review and recommendation to City Council meeting of April 27, 2004. Comm. Hungerford seconded.
Vice Chair Moylan commented that many parts of the Plan were a pleasure to read such as the Smart design and he hoped that the plan would happen. He appreciated staff’s efforts in making compromises and incorporating the Commission’s concerns about sustainable buildings. Overall, he said that the Plan was a great plan.
Comm. Hungerford commended staff in putting the Draft Specific Plan together. He was pleased that the Plan would take advantage of the light rail system, would provide for green buildings and was designed to be pedestrian friendly. He was in favor of the Draft Plan.
Chair Babcock complimented staff for an excellent job.
Motion carried 5-0 with Comms. Fussell and Simons absent.
Ms. Ryan noted that the City Council will consider the item on its April 27, 2004 meeting and staff will return with the ordinance to Planning Commission on April 26, 2004, as recommended.
