PLANNING COMMISSION MINUTES OF 11/24/03

 

2003-0764 - Michael Rebholtz [Applicant] Tom Lighthouse [Owner] - Application for a Design Review on a 6,344 square foot site to allow a room addition to an existing residence resulting in a 47% Floor Area Ratio.  The property is located at 1147 Doon Court in an R-0 (Low-Density Residential) Zoning District.  (APN: 313-15-044) SL

 

Steve Lynch, Project Planner, presented the staff report.  He summarized the proposed application highlighting the use, lot coverage, site layout and architecture.  He noted that the application is being considered by the Commission because the addition will result in a 47% FAR where 45% is allowed without a public hearing. Staff was able to make the required Findings and recommended approval of the Design Review subject to Conditions of Approval.

 

Chair Babcock opened the public hearing.

 

Thom Whitehouse, representing the applicant, availed himself to Planning Commission questions.

 

Vice Chair Moylan commented that during his site visit, he spoke with a neighbor the plan about the entryway.  Vice Chair Moylan asked the speaker if the visual aspect of the entryway would remain the same. Mr. Whitehouse explained that the main door will remain at the same location and will offset the front entry with a small sitting area to watch the children play.

 

Chair Babcock closed the public hearing.

 

Vice Chair Moylan made a motion on Item #2003-0764 to approve the Design Review as conditioned.  Comm. Lee seconded.

 

Vice Chair Moylan commented that the application is not controversial and warrants approval.

 

Comm. Lee agreed with Vice Chair Moylan.

 

Motion carried 7-0.

 

Ms. Ryan commented that the decision is final unless appealed to the City Council within the 15-day appeal period.
