PLANNING COMMISSION MINUTES OF 02/09/04
2003-0913 - Dan Winklebleck [Applicant] - Application for a Design Review on a 6,000 square-foot site to allow both first and second story additions resulting in a 3,373 square foot home at a 56.2% FAR where 45% is allowed without a Planning Commission Review. The property is located at 1078 Heatherstone Drive in an R-0 (Low-Density Residential) Zoning District. (APN: 198-23-087) KDI (Continued from January 26, 2004)
Kelly Diekmann, Project Planner, presented the staff report. He stated that the project detail has been changed since the agenda was posted and that the total square footage is 3,229 resulting in a 53.8% FAR. He summarized the proposed application highlighting the use, site layout and architecture. He noted that the applicant used the single family design guidelines ensuring that the design is compatible with the neighborhood. Staff was able to make the required Findings and recommended approval of the Design Review.
Vice Chair Moylan stated that during his site visit, he was told that there had been two significant remodels yet the staff report indicated no previous permits. Staff responded that only building permits were issued with the remodeling and no planning permit was issued as indicated in the staff report.
Chair Babcock opened the public hearing.
Dan Winklebleck, applicant, stated that the architectural design was created to be compatible with the neighborhood. He also added that during the design process he made sure that privacy issues were addressed and that he spent a great deal of effort in ensuring that the design is in keeping with the character of the neighborhood. He urged the Commission to approve the project.
Comm. Simons asked the applicant if he is amenable to staff’s recommendation to use a hipped roof rather than gable. Mr. Winklebleck said yes and that the change of roof would have no negative overall effect to the design of the house.
Further Comm. Simons asked if the roof is off-set because of the new entrance. The applicant responded yes. He added that he wanted to have a different roof plane, therefore, the roof would be dropped back slightly.
Comm. Simons then asked staff whether this is acceptable. Staff responded yes and that it is what staff has envisioned.
Chair Babcock closed the public hearing.

Vice Chair Moylan made a motion on Item #2003-0913 to approve the Design Review in accordance with staff recommendation. Comm. Simons seconded. |
Vice Chair Moylan commented that the remodeling will bring the house up to code, such as meeting the required parking which further warrants approval of the Design Review.
Comm. Simons complimented the applicant for designing an integrated design.
Ms. Ryan stated that the decision is final unless appealed within the 15-day appeal period.
