PLANNING COMMISSION APPROVED MINUTES 0F 05-24-04

 

2004-0301Application for a Design Review on a 7,080 square-foot site to allow a one-story addition to an existing two-story house for a total of 3,364 square feet resulting in 47% FAR (Floor Area Ratio) where 45% can be considered without Planning Commission Review.  The property is located at 1775 Lark Lane in an R-0 (Low Density Residential) Zoning District.  (APN: 316-27-063) KD

 

Fred Bell, Principal Planner, presented the staff report on behalf of the Project Planner, Kelly Diekmann.  He summarized the proposed project highlighting the site layout and architecture.  He reported that the proposed design conforms with the Development Standards. Staff was able to make the required Findings and recommended approval of the Design Review. 

 

Chair Babcock opened the public hearing.

 

Mark McLaughlin, applicant, made a PowerPoint presentation addressing the project’s conformance with the policies and principles of the Single Family Home Design Techniques.  He urged the Commission to approve the project.

 

Comm. Simons complimented the applicant on his excellent presentation, the best he has seen.

 

Chair Babcock also complimented the applicant for doing his research very well.

 

Chair Babcock closed the public hearing.

 

Vice Chair Moylan asked staff for the total rear yard setback.  Staff responded that it is a 20-foot setback and meets the setback requirements.  Ms. Ryan also directed the Commission to Attachment 3 of the staff report noting that there is no encroachment in the rear yard area.

 

Vice Chair Moylan made a motion on Item #2004-0301 to approve the Design Review subject to the Conditions of Approval.  Comm. Simons seconded.

 

Vice Chair Moylan commented that the applicant’s presentation is the best so far.

 

Motion carried 7-0.

 

Ms. Ryan stated that the decision is final unless appealed to the City Council within the 15-day appeal period.
