PLANNING COMMISSION APPROVED MINUTES 0F 05-24-04
2004-0310 – Application for a Design Review on a 6,004 square-foot site to allow a 190 square-foot one-story addition to an existing two-story house for a total of 3,543 square feet resulting in a 58% FAR (Floor Area Ratio) where 45% can be considered without Planning Commission Review. The property is located at 913 Eton Way in an R-0 (Low Density Residential) Zoning District. (APN: 313-26-042) KD
Fred Bell, Principal Planner, presented the staff report on behalf of the Project Planner, Kelly Diekmann. He summarized the proposed project highlighting the site layout and architecture. He reported that the project is in compliance with the Development Standards. Staff was able to make the required Findings and recommended approval of the Design Review.
Vice Chair Moylan asked staff about the rear yard setback. Mr. Bell responded that there would be a 10-foot minimum setback that remains in compliance with zoning standards.
Comm. Hungerford asked staff whether the addition is for a second story. Staff responded no, that the addition is for the first floor only.
Chair Babcock opened the public hearing.
Lyle Wilkerson, applicant, stated the proposed increase is for the master bedroom and that the modification is consistent with the design of the house. He urged the Commission to approve the Design Review.
Chair Babcock closed the public hearing.
Comm. Klein made a motion on Item #2004-0310 to approve the Design Review subject to Conditions of Approval. Comm. Simons seconded. Motion carried 7-0.
Comm. Klein commented that the project is a functional addition to the house and will have no affect on the neighborhood
Comm. Simons commented that the addition would have no encroachment effect.
Vice Chair Moylan commented that during his site visit, he observed that the north and west side fence is not compliance and would like to have the fence brought up to code.
Chair Babcock asked whether this could be included in the motion. Ms. Ryan responded that it is not necessary but that the concern would be brought to the attention of the Neighborhood Presentation Division for follow-up.
Vice Chair Moylan asked whether a motion is necessary for ensure that the fence is in compliance. Staff said no.
Ms. Ryan stated that the decision is final unless appealed to the City Council within the 15-day appeal period.
